Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counterterrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The main objective of the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) is to strengthen security and stability in the OSCE region by promoting international co-operation on economic and environmental issues. Within the OCEEA, the Economic Governance Unit works to bolster economic co-operation and good governance throughout the OSCE region by promoting the principles of good governance and by supporting participating States in combating corruption, money laundering and terrorism financing. On an ad-hoc basis, the OCEEA and the OSCE field operations require the services of external experts and consultants to perform a variety of short-term tasks.

The OCEEAs extra-budgetary project Promoting good governance and a positive business climate in the OSCE region through digitalization and the use of open data aims to increase the capacity of several OSCE pS to prevent corruption by strengthening transparency and improving integrity and accountability of the public sector, civil society organizations (CSOs) and the private sector through the use of open data and digital technologies. The project also promotes the use of open data as a powerful tool for fighting corruption, promoting a faster economic recovery and a positive investment climate in the aftermath of the COVID-19 crisis in the OSCE region and support policy reforms. In addition, the project aims to consolidate and support a vibrant community of practitioners working on open data and innovative digital tools.

Objective of Assignment:

The objective of this roster call is to invite qualified candidates with a range of skills and expertise on good governance, anti-corruption, public procurement, open data, digital entrepreneurship and data-journalism to join the OSCE roster of experts. Once admitted to the roster, members will be considered for upcoming consultancies. Shortlisted members will be contacted regarding specific consultancies and requested to confirm their interest and availability. The final selection among short-listed candidates involves interviews.

Duration of Assignment:

This is a roster call. Duration of the assignment depends on the tasks and deliverables assigned.

Tasks and Responsibilities:

The OSCE is particularly interested in the applicants with substantial experience working with or providing trainings on one or several of the following categories:

  1. Development and implementation, of capacity building programmes and trainings on open contracting and public procurement;
  2. Design and delivery of capacity building training for civil society and journalists on open data and investigation techniques;
  3. Development of good governance related policies and legislation especially public procurement and e-procurement processes and regulations;
  4. Use of digital tools and platforms as well as open government data to enhance integrity in the public and private sector’ (especially for small and medium enterprises);
  5. Design and delivery of business integrity standards in the private and public (state-owned enterprises) sector;
  6. Development of beneficial ownership disclosure policies;
  7. Development and implementation of programmes aimed at facilitating digital businesses and startup initiatives, including incubation and acceleration programmes, hackatons, mentorship programmes, etc.

Necessary Qualifications:

  • Depending on the assignment either first or second level university degree in economics business administration, good governance, journalism or a related field or technical expertise gained through other types of education, e.g. anti-corruption, law, international relations, political science, digitalization, entrepreneurship;
  • A minimum of 5-10 years of documented professional experience required in one or more of the above mentioned thematic portfolios of OCEEA and/or related thematic expertise, based on the level of the assignment;
  • Depending on the assignment experience in conducting trainings and workshops, or producing feasibility studies and comparative analyses, and/or drafting legislation and/or producing assessment reports;
  • Professional fluency in English with excellent writing skills; knowledge of other languages spoken in the OSCE area is a strong asset;
  • Flexibility and ability to work under time pressure to meet tight deadlines;
  • Demonstrated gender awareness and sensitivity, an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity;
  • Experience in working with international donors’ community;
  • Computer literate with practical experience in Microsoft applications;
  • Previous experience with the OSCE will be an asset.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
