Result of Service Under the overall guidance of the Regional Representative of ROSEAP and the direct supervision of Deputy Regional Representative, the consultant will perform the following tasks:

  • Improve knowledge collection on the drugs, crime and terrorism situation in Malaysia by engaging on a daily basis with each UNODC team in the country;
  • Design collaboration mechanisms that facilitate/foster the flow of information between the various UNODC teams in the country;
  • Facilitate intra-UNODC teams’ meetings to keep abreast with latest developments and opportunities;
  • Provide advisory services to the UNODC teams in the country and ROSEAP management on the best ways and opportunities to engage with external government partners, non-governmental organizations, and local donor Embassies in the UNODC mandate areas;
  • Provide advisory services to ROSEAP management on the best ways and opportunities to present UNODC work to other UN agencies and collaborate closer with them, within the framework of the UN Country Team and the upcoming Cooperation Framework;
  • Provide support to ROSEAP management in the clearing and troubleshooting of logistical issues linked to the UNODC presence in the country (e.g. premises, utilities, furniture, etc.);
  • Provide logistical support to the organization of all UNODC events in the country;
  • Upon request, convey UNODC official positions to external counterparts in the country;
  • Participate to internal UNODC coordination meetings (e.g. Heads of Office briefings) and events (e.g. staff retreat);
  • Upon request, participate to relevant UNODC events in Southeast Asia and the Pacific to support coordination, exchange of information, and/or logistics;
  • Participate in the identification of project opportunities and contribute to the drafting of proposals.

    Work Location Kuala Lumpur, Malaysia (travel within the country and the region possible)

    Expected duration April - December 2022 (with a possibility of extension subject to availability of funds and project)

    Duties and Responsibilities In 2020, 25,558 people in 20 countries were supported by UNODC, of which 60% were in law enforcement. With 639 officers mentored in 2020, many of the UNODC programmes have also directly contributed to seizures (drugs, wildlife, counterfeit, etc.), arrests and prosecution.

As the Regional Office continues to grow its portfolio and national footprints in Southeast Asia and the Pacific, new teams are created/expanded on a regular basis. In Malaysia, UNODC will soon have six teams working on counter-terrorism, money laundering, migrant smuggling, prison reform, environmental crime and maritime crime. While ROSEAP explores possibilities to deploy an international coordinator to Kuala Lumpur, there is an immediate need for ad hoc, temporary need for support in setting up on-the-ground coordination structures, internal collaboration mechanisms and to advice the Regional Office on the best ways to leverage that capacity on the ground to exploit engagement opportunities with other UN agencies, civil society and the government.

Qualifications/special skills Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in business administration, management, international relations, social science, law, political science, international relations or in related fields is required. A first level university degree in similar fields, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree.

Experience: - A minimum of 7 years of relevant working experience in the management of technical assistance projects is required; - Experience in the designing, implementation, monitoring and evaluation of technical assistance projects in a field environment is required; - Experience in raising funds and in establishing/expanding partnerships with government institutions to provide technical assistance in a field environment is required; - Experience in working on several UNODC mandates areas (i.e. transnational organized crime, drug trafficking, terrorism and/or corruption) is required; - Knowledge of the UN inter-agency coordination mechanisms at the national level is required; - Experience in working in teams and in liaising with other teams is required; - Experience in opening a project office or similar structures is desirable; - Previous work with international organizations or the UN is desirable;

Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required. Knowledge of another United Nations official language is an advantage.
