Background:

Please note that this is a consultancy assignment of a temporary nature, with an expected duration of approximately 25 working days per programme up to 80 days per year.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counterterrorism and economic and environmental activities. All 57 participating States (pS) enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions

The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of talent acquisition, administration of benefits and entitlements, payroll, performance management, talent development, and policy and employee relations across the Organization. Talent Development, as part of the Department of Human Resources, develops and delivers learning and development activities and products to our people across the OSCE. Talent development activities include facilitation of leadership development and other programmes, campaigns on values-related culture-shaping topics, acquisition and development of e-learning, activities that enable staff to learn from each other, and innovative ways to support internal communication such as podcasts. Talent development is also responsible for the performance management process and supports team effectiveness through tailored support.

The OSCE Department of Human Resources (DHR) is committed to attracting, managing, developing and retaining high quality and diverse staff, by taking measures to further brand and promote the OSCE as an attractive employer, both internally and externally, and continuously improving leadership and management courses to support leaders in creating a positive and lasting impact on the Organization. To that effect, the DHR/Talent Development Unit (TDU) will continue to offer management and leadership development programmes as part of the OSCE-wide on boarding initiative “All OnBoard”. The programme aims to support managers in establishing effective leadership practices, in better understanding the OSCE´s expectations towards its leaders, and, in line with the OSCE Duty of Care and Fit for Purpose reform agenda, in fostering an inclusive, bias-free and enabling environment. The objective of the leadership and management development programmes is to promote the following:

• A common understanding of what is expected from leaders and managers, with the OSCE Competency Model as its foundation; • A culture of learning and developing as an ongoing process through self-reflection on: strengths and weaknesses; and mind-sets that underpin behaviour; • A common approach to managerial and leadership issues such as: leading and engaging effective teams, creating psychologically safe environments, managing performance, giving and receiving feedback, handling conflict, engaging in strategic thinking. • OSCE values such as gender sensitivity, cultural diversity, and integrity.

Tasks and Responsibilities:

Under the supervision of the Chief, Talent Development Unit, the Consultant will perform the following tasks:

  • Further updating and improving blended as well as fully virtual leadership and management development programmes together with other consultants;
  • Facilitating elements of the programmes, including workshops, 1:1 executive coaching sessions, practice sessions, to support learners in setting and attaining development goals, developing their skills through self-reflection, group reflection, feedback, experiential exercises, use of learning tools, tips and tricks, and through exchange with their peers and colleagues;
  • Preparing and further improving all related material, including presentations, reference material, assignments, questionnaires, and others as recommended by the consultants and agreed with DHR/TDU; Sharing the material with DHR/TDU;
  • Debriefing Team Environment Questionnaires or other assessments in one-on-one coaching sessions with the participants;
  • Supporting learners in creating development plans and supporting their progress on their development goals through one-on-one or small group coaching sessions (or any other method suggested by the consultants and agreed with DHR/TDU);
  • Designing an impact assessment of the programme on the performance of learners. This assessment should be built into the programme from the outset, to enable meaningful assessment of organizational impact and clarity of objectives for the participants.

Necessary Qualifications:

• University degree in management, psychology or a related field; • Minimum of 10 years of professional experience in designing and facilitating management and leadership programmes, as well as in providing executive coaching; • Coaching certificate; • Deep theoretical knowledge and practical experience in managing and leading teams; • Excellent facilitation and presentation skills, both face-to-face and virtual; • Proven ability to use a variety of interactive techniques, including virtually; • Proven ability to use modern training approaches; • Flexibility and ability to work in a deadline driven environment; • Professional fluency in written and spoken English; knowledge of other OSCE working languages would be an asset; • Computer literacy and experience in conducting online workshops; • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
