Background

Through its triple mandate, UN Women supports Member States to achieve gender equality, the empowerment of all women and girls, and full enjoyment of their human rights. Its newly adopted Strategic Plan (2022-2025) is anchored in the Convention on the Elimination of all Forms of Discrimination against Women (CEDAW), the Beijing Declaration and Platform for Action, and other relevant intergovernmental outcomes. The Strategic Plan supports gender-responsive implementation of the 2030 Agenda through seven, systemic outcomes, with a commitment to address the needs of all women and girls and leave no one behind. Outcome 2 on financing for gender equality builds on UN Women’s long-standing track record on gender responsive budgeting (GRB) and aims to expand and further scale these efforts to close gender gaps.

While there has been significant global uptake of GRB and some countries have initiatied budgeting for the inclusion of persons with disabilities, national efforts at the intersection of gender equality and disability inclusion are nascent. As women and girls with disabilities are subject to multiple forms of discrimination and marginalization, it is necessary to be intentional in ensuring their voices and priorities are included in government decision-making and priority setting. GRB provides a strategic policy approach for ensuring that public budgets are structured and delivered in ways that are responsive to all women and girls, including those living with disabilities. This is in line with both UN Women’s corporate Strategy on Disability Inclusion, and, the current Strategic Plan commitment to mainstream disability inclusion in all areas of UN-Women’s work.

UN Women is seeking the services of a consultant to develop a policy brief on gender responsive and disability inclusive budgeting. The policy brief will develop a conceptual/analytical framework for integrating disability inclusion into GRB policy and practice. The brief will be disseminated through UN Women’s regional and country programmes to support national partners, in particular policy makers and civil society organizations, to begin to design and implement intersectional budgeting approaches.

Duties and Responsibilities

Develop policy brief to support countries to design and implement policy and/or programming at the intersection of gender responsive and disability inclusive budgeting.

The policy brief will:

• Present gender responsive and disability inclusive approaches to public budgeting, aligned with international norms and standards and adaptable to national legislative and policy environments.
• Identify how to apply GRB tools to strengthen instersectional analyses in budget design, implementation, monitoring and evaluation.
• Map and highlight promising country practices in advocacy, capacity strengthening and programming to introduce and/or advance gender responsive and disability inclusive budgets.
• Provide targeted recommendations for i) policy makers engaged in public financing decisions; and ii) civil society and other non-state actors to advocate for and demand budgets that are responsive to the priorities and needs of women and girls living with disabilities.

Competencies

• Sound expertise in gender equality and women’s empowerment, with thematic work in gender responsive budgeting and disability inclusive policy approaches.
• Strong research and analytical skills.
• Capacity to collate and analyze information and distill it into a conceptual framing.
• Ability to work effectively and harmoniously with people from varied cultures and professional backgrounds.
• Ability to produce well-written documents that are concise, analytically based and generate sound policy recommendations.

Required Skills and Experience

• At least five years of experience in gender analysis, policy-oriented technical support and/or policy advocacy.
• Sound knowledge of international standards on human rights, women’s rights, disability rights and related instruments.
• Experience drafting analytical and policy-oriented publications and articles related to gender responsive budgeting and/or disability inclusive approaches.
• Knowledge and experience working on gender responsive budgeting and/or disability inclusive approaches at country level an asset.
