**OVERVIEW** ------------ Parent Sector : Field Office Duty Station: Quito Job Family: External Relations Type of contract : Non Staff Duration of contract : From 1 to 6 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 31-10-2021 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OBJECTIVE OF THE CONTRACT** ----------------------------- The Consultant will oversee and update the Office Resource Mobilization Strategy with an intersectoral approach. With a focus on proposing lines of action, projects, and partners, this consultancy will contribute to enhance the work between the office sectors: Education, Culture, Sciences, and Communication. On the other hand, and in accordance with the nature of his/her duties, the Consultant must formulate a specific resource mobilization strategy for the requirements of the “Multi-Year Resilience Programme” (M.Y.R.P. Project), that allows financing actions to guarantee continuous access to inclusive and equitable education, quality for refugee, migrant and host community children and youth. 3. FUNCTIONS AND RESPONSIBILITIES --------------------------------- 1.Resource Mobilization Strategy update, for the UNESCO Office in Quito for the 2022-2025 period: Activities: •Conduct interviews with the Office sectors/programmes and review the current resource mobilization strategy to identify areas of high potential, with a focus on identifying intersectoral topics. •Develop a proposal of criteria for the identification of partners and funding sources. •Mapping of actors, entities, networks related to education, human mobility, cultural and creative industries, indigenous peoples, etc., that manage funding sources. •Analyse UNESCO’s current funding sources. •Map the sources of national, regional, and international financing for the different sectors. •Develop a document that presents the mapping of funding sources and opportunities related to UNESCO's areas of work. •Develop a database with key information on potential resources, and information on calls, funding opportunities and their deadlines. •Identify high-potential alliances from the mapping and the database and guarantee the organisation of contact meetings between UNESCO Quito staff, and the identified organisations. 2\. Design a specific strategy for leveraging MYRP project resources and develop the action plan for the Complementary Resource Mobilization Strategy: Activities: •Analyse MYRP financing gaps for each of its components. •Conduct a SWOT analysis (and other relevant methodological tools) for mobilizing the required resources. •Identify on the funding sources map those with the greatest potential, aligning potential partners and project components. •Develop a resource mobilization strategy document for the MYRP project, that is consistent with the overall strategy of the Office, including a detailed action plan. •Elaboration of a presentation portfolio for the MYRP in coordination with the National Education Officer. 3.Elaborate the methodology for monetization of in-kind resources: Activities: •Analyse the sources of in-kind resources identified in the map of financing sources. •Conduct approaches and interviews with relevant parties to explore possible collaboration with UNESCO and the MYRP Project team. •Develop a document presenting the in-kind resource monetization methodology and its application to mapped initiatives that can be an in-kind contribution to the MYRP Project and UNESCO Quito Office. •Present the methodology and proposal of initiatives to be conducted directly by UNESCO teams in 2022 (Timeline). 4.Design of project profiles and presentation of 1 to 2 projects Activities: •Design of project profiles (at least 1 per sector and 2 cross-sectoral). •Identification of relevant and timely funding opportunities •Based on the identified opportunities and project profiles, conduct preparation and application of at least one project. •Participation in meetings as focal point on issues related to resource mobilization. CONTRACT PERIOD --------------- Duration of contract: 3 months. WORKPLACE AND WORKING HOURS --------------------------- The Consultant will conduct his/her tasks and responsibilities under the authority of the Director of the Office, and the supervision of the National Education Officer and the Culture Programme Specialist. This contract is valid for 3 months from the date of signature of this contract. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- **Education:** • Master-s degree in Economics, Finance, Engineering, Business Administration, Political Science, International Relations or related. **Experience:** • Minimum 5 years of experience in resource mobilization, with demonstrable results in terms of financial resource mobilization. • At least 3 years of specific experience in resource mobilization for the development sector, preferably in the areas of financing for education, culture, migration, indigenous peoples and Afro-descendants. • Demonstrable experience in the formulation of high-impact resource mobilization strategies in the non-profit sector and development cooperation, including stakeholder mapping, development of donor portfolios (including organization of meeting spaces with donors), design of project profiles and proposals for funds. **Languages:** • Native or bilingual in Spanish • Advanced level of English and/or French.
