In 2018 – 2022, the UNDP-GEF-USAID Project “Reducing Maritime Trafficking of Wildlife between Africa and Asia”, funded by the Global Environment Facility (GEF) and USAID and implemented by UNDP under the GEF-financed, World Bank-led Global Wildlife Program (GWP), is supporting multiple activities in Kenya, Tanzania, and Uganda to increase capacity of government agencies and private sector in prevention and interception of wildlife trafficking in maritime supply chains through the ports of Mombasa, Dar es Salam, and Zanzibar, as well as Kampala dry port. Additionally, the project is supporting GEF6 GWP National Projects in Africa and Asia with a focus on combating Illegal Wildlife Trade (IWT) to extract lessons learned and best practices. These lessons and practices represent invaluable resources that can be used by similar projects to improve their effectiveness.

Financed by the GEF and USAID and implemented by UNDP between 2018 and 2024 the “Reducing Maritime Trafficking of Wildlife between Africa and Asia” project under the GEF-financed, World Bank led Global Wildlife Program (GWP) aims to curb maritime wildlife trafficking, targeting key routes and transit points between Africa and Asia. The GEF launched the Global Wildlife Program (GWP) in June 2015, bringing together funding from the GEF and a wide range of partners, including the governments of the now 32 participating countries across Africa, Asia, and Latin America, GEF Agencies, bilateral and multilateral donors, foundations, the private sector and civil society. Work to strengthen anti-trafficking capacity through this UNDP-GEF Maritime Trafficking project preliminarily targets the East African ports of Mombasa (Kenya), Kampala (Uganda), Dar es Salaam and Zanzibar (Tanzania). Additionally, the project works at global level to strengthen the performance of ports and the wider shipping industry in tackling wildlife trafficking in the long-term and supports knowledge exchange among GWP national projects and their stakeholders.

Project activities are aligned with three main components:

  • Component 1. Increasing awareness, incentives, and capacity for port-based law enforcement staff, port operational staff and the shipping industry, to support the achievement of best practice in combating maritime wildlife trafficking at seaports.
  • Component 2. Bringing together different ports, countries and players to work cooperatively on combating wildlife trafficking across key illicit trade chains.
  • Component 3. Identify, document and disseminate best practices and lessons learned on combating wildlife trafficking and ensure effective monitoring and evaluation of project results, along with coordination of monitoring and evaluation across the GWP to support a consistent approach to measuring the effectiveness of counter-wildlife trafficking efforts.

For sharing of the lessons and best practices and advising future initiatives to effectively combat IWT, the UNDP-GEF-USAID Project “Reducing Maritime Trafficking of Wildlife between Africa and Asia” is planning to organize a study tour for up to 16 GWP National Projects to be convened in East Africa and an Action-learning process to encourage lessons-learning, which will be piloted with 6 partner countries (see TOR Building capacity for lesson-learning in GWP projects by piloting an action-learning exercise on counter-IWT initiatives).

To ensure effective support and documentation of both activities, UNDP is looking for an International Consultant to assist with the planning of the study tour and provide facilitation and documentation support during the event; as well as to work alongside the consultant delivering TOR Building capacity for lesson-learning in GWP projects by piloting an action-learning exercise on counter-IWT initiatives to guide and support partner countries in documenting and drawing out lessons learned for publication.

Duties and Responsibilities

Objectives:

  • Provide facilitation and documentation support for the study tour for GWP National Projects to be hosted in East Africa;
  • Provide facilitation, partner coaching and documentation support for the Lessons Learned Action-Learning Process including creation of final documentations for publication.

Target Audience:

Representatives of project management teams of up to 16 GEF6 GWP National Projects from across Africa and Asia.

Key Responsibilities:

  • Support the development and finalization of a detailed agenda for the 4-day study tour in consultation with the UNDP-GEF-USAID Project management team and the World Bank GWP team;
  • Provide support to the UNDP-GEF-USAID Project management team for facilitation of sessions and development/distribution of materials prior, during and after the study tour to GWP national project teams and UNDP-GEF-USAID project partners;
  • Provide support to the UNDP-GEF-USAID Project management team to take minutes of all sessions and prepare the study tour report summarizing sessions and key takeaways.
  • Provide support to the TOR Building capacity for lesson-learning in GWP projects by piloting an action-learning exercise on counter-IWT initiatives Consultant to assist in process design; workshop facilitation and in capturing and documenting project processes and participants’ learning for input into the final project learnings document (from the Action-Learning process detailed in TOR XX: Building capacity for lesson-learning in GWP projects by piloting an action-learning exercise on counter-IWT initiatives). Responsibilities may include:
    • Collaboration on workshop designs, which include 5 virtual 3-4-hour workshops as well as one workshop day during the in-person study tour;
    • Attendance at workshops for support with facilitation and write-ups;
    • Liaison with project participants.
  • Guide and support national project teams to document the lessons-learned from their project as identified through their action-learning process detailed in TOR Building capacity for lesson-learning in GWP projects by piloting an action-learning exercise on counter-IWT initiatives. Each project team should produce a Lessons Learned Summary (no more than 3 pages each). Responsibilities will include:
    • Providing support and guidance to project teams on collation and interpretation of inputs, including development of the outline/template;
    • Providing support and guidance to project teams on writing up of process undertaken;
    • Providing support and guidance to project teams on writing up key lessons-learned as identified in partner workshops and surveys.
    • Final editing of document and presentation ready for publication.
  • In close coordination with the national project teams from the 6 pilot countries detailed in TOR Building capacity for lesson-learning in GWP projects by piloting an action-learning exercise on counter-IWT initiatives and the action-learning training consultant, create a publication of the 10 most significant lessons learned by the projects related to combating the illegal wildlife trade. This document will allow effective sharing of the lessons with the entire GWP community and other projects for application of the best practices countering illegal wildlife trade and avoidance of failures. Responsibilities will include:
    • Developing the outline/structure of the final document and provide guidance and support to project teams to identify key information in a structured format;
    • Providing support and guidance to project teams on collating details of the relevant key best practices and failures, as jointly identified during virtual and in-person sessions;
    • Collating, editing and finalizing the full document and presentation ready for publication.
  • Participate in a half-day online workshop to identify, capture and document learning from the Action-learning process and in consultation with the TOR Building capacity for lesson-learning in GWP projects by piloting an action-learning exercise on counter-IWT initiatives Consultant develop a summary report to be shared with the wider GWP, partners and stakeholders.

Travel Requirements:

One travel will be required to Kenya for attendance at the study tour during the first half of October 2022.

Outputs:

  • Deliverable 1: Detailed agenda with all technical materials for the Study Tour sessions on Lessons-Learning (session facilitation briefs, technical script for the event, forms to capture stakeholders input, etc.);
  • Deliverable 2: Full completion of the study tour and the event report;
  • Deliverable 3: Full completion of 6 lessons-learned summary reports, one from each partner country, co-created with participating partner teams;
  • Deliverable 4: Full completion of publication of the 10 most significant lessons learned by partner projects related to combating the illegal wildlife trade, co-created with participating partner teams.
  • Deliverable 5: Write up of the lessons-learned from the delivery and undertaking of the action-learning process, as detailed in TOR Building capacity for lesson-learning in GWP projects by piloting an action-learning exercise on counter-IWT initiatives.

Required Skills and Experience

Academic Qualifications/Education:

Bachelor’s or higher degree in communication, social science, business administration, logistics, project management, international development, environmental or other relevant fields

Experience:

  • At least 5 years of confirmed and successful experience in facilitation, documentation and management of multi-stakeholder events;
  • At least 5 years of work experience with multiple stakeholders, including governments, NGOs, and private sector working on environmental issues;
  • Proven experience in action-learning processes, coaching teams and writing lessons learned reports;
  • Excellent writing skills: at least 3 years of writing published documents for a program management design and/or policy audience (please attach or provide links to at least 2 samples of previous work in your application);
  • Experience in leading structured interviews on lessons learning;
  • Previous work experience in Africa in desirable;
  • Good skills in standard software packages (MS Office, Zoom, Skype).

Language skills:

Fluency in English, both written and oral, is required.

5. Evaluation of Applicants

The selection of the best offer will be based on a Combined Scoring method – where the technical evaluation (desk review) will be weighted a maximum of 70% and combined with the price offer which will be weighted a maximum of 30%. The 70% rating shall be based on how well the Offer meets the minimum qualifications/competencies described above.

The technical evaluation will be based on the following criteria with the corresponding points (out of a total 70 points):

  • At least 5 years of confirmed and successful experience in facilitation, documentation and management of multi-stakeholder events (15 points);
  • At least 5 years of work experience with multiple stakeholders, including governments, NGOs, and private sector working on environmental issues (15 points);
  • Proven experience in action-learning processes, coaching teams and writing lessons learned reports (15 points);
  • Excellent writing skills: at least 3 years of writing published documents for a program management design and/or policy audience (10 points),
  • Experience in leading structured interviews on lessons learning (5 points);
  • Previous work experience in Africa in desirable (5 points);
  • Good skills in standard software packages (MS Office, Zoom, Skype) (5 points).

Only highest ranked candidates who would be found qualified for the job based on the P11 desk review will be invited for an interview.

Only applicants with a minimum of 45 points on their technical proposal will be considered for financial evaluation. The following formula will be used to evaluate financial proposal:

The contract will be awarded to the applicant who receives the highest combined score.
