Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Tunisia is currently focusing on three areas – Governance and Women’s Political Participation, Women’ Economic Empowerment and Women Peace and Security, and working with various stakeholders from Government, CSO and Parliament to ensure gender is mainstreamed in public policies and strategies, legislative reforms and in political and economic participation processes. Since the 2011 revolution, UN Women Tunisia has supported the integration of equality provisions in the 2014 constitution and parity conditions in electoral laws. These efforts were consolidated during this post revolution process by the revision of different discriminatory laws, the establishment of a high-level gender issues mechanisms as the “Conseil des Pairs”, the adoption of the National Action Plan on 1325 and the integration of full parity into local elections law. Specifically, the office has supported research on the role of women in the prevention of violent extremism, the socio economics factor and women’s engagement in violent extremism, and the link between public violence against women and violent extremism, all of which aim to inform decision-making on the issue of violent extremism as well as UNCT programming on this topic. In 2019, UN Women Tunisia in partnership with UNDP, SIDA, Government of Sweden and the Ministry of Women, Family Affairs and Childhood organized the second edition of the Gender Equality Forum held in Tunisia from 24 to 26 April, with more than 500 global participants including women activists and male champions from national, regional and local governments, civil society, private sector, academia, and international organizations, as part of the first step towards Beijing +25, and the need for the process to be inclusive, to focus on intersectionality and include new developments including on technology that were not present 25 years ago.

UN Women Libya has strengthened its programme presence in Libya, responding to the complex governance, humanitarian, development and security challenges through its triple mandate. UN Women’s Libya’s premise is that peacebuilding efforts, including political dialogues, conflict resolution and humanitarian efforts will be more effective and have higher chances of success if they are inclusive, responding to gendered experiences, needs, capacities and interests the Libyan women across their diversities, this includes supporting women’s participation in peace processes at all levels. In addition, the programme is working to strengthen women’s political participation, ensure gender responsive economic recovery, coordinate gender mainstreaming within the UNCT in Libya, integrate women’s needs into the current humanitarian response, and ensure their full participation in the humanitarian consultations and processes. Specifically, UN Women in partnership with OCHA carried out a Gender in Humanitarian Action Training to strengthen gender perspectives in the current response. UN Women Libya chairs the UN Gender Working Group supporting increased coordination and the development of new partnerships. UN Women Libya works closely with the UNCT, as well as civil society (including through capacity-building support to grassroots CSOs), higher education institutions and government counterparts. The program is aligned with the UN Strategic Framework for Libya 2019 - 2020, UN Women Global Strategic Plan (2018-2022) as well as the international conventions on women and human rights such as the Convention on Ending all forms of Discrimination Against Women and the Beijing Platform for Action.

Objective of the Assignment:

Reporting to the Country Representative for the UN Women Tunisia Libya Conflict Cluster office, the International Consultant for content editing and proof reading will support the timely consolidation and editing of high-quality programme documents to ensure the completeness, coherence, correctness and formatting of programme documents, in adherence to UN Women standards and considering a results-based and gender inclusive analysis. This will include ensuring the completeness, coherence, correctness and formatting of programme documents. The International Consultant for content editing and proof reading will work in close collaboration with the Coordination and Programme International Consultant, ensuring successful delivery of tasks.

Duties and Responsibilities

The international consultant will be required to review, edit, and finalize, but not limited to, concept notes, fundraising proposals, annual work plan, quarterly, annual and donor reports for both offices, and strategic note for Tunisia, in order to:

  • Strengthen analysis considering results-based and gender equality to ensure that technical and language quality of written work is of a professional standard.
  • Ensure that the content is consistent and clear; meets the UN Women's corporate needs.
  • Be mindful of things like flow, readability, and sentence variety
  • Proofread and edit spelling, grammar, and syntax.
  • Organize, modify, and update existing content.
  • Overall packaging and presentation to make these documents reader friendly.

Required Skills and Experience

Education :

Advanced higher degree (Master’s or equivalent) in international relations, social sciences or other related fields.

Experience:

Minimum 10 years of professional experience in writing, reviewing, editing and proofreading fund raising proposals, concept notes, reports and other technical and corporate documents in English language, including for and with non-native speakers is required.

Proven knowledge of result-based, gender inclusive analysis and reporting within the UN system is required.

Demonstrated experience in conducting and producing research papers and analytical reports is required.

Background in human rights, gender equality and women’s empowerment required. Knowledge on women’s political participation is an advantage.

Experience working with UN Women is required.

Ability to work with MS Word, PowerPoint or Excel files, as required.

Language Requirements :

Fluency in English required (written and oral)

Knowledge of other UN working languages is an asset

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Criteria 1: Education – 30% (25 points)
  • Criteria 2: Experience – 30% (30 points)
  • Criteria 3: Language – 10% (15 points)

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);

The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;

'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 60 points in the technical evaluation.
