Please note that this is a consultancy assignment of a temporary nature, with an expected duration of approximately 20 working days.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Transnational Threats Department (TNTD), as part of the OSCE Secretariat in Vienna, Austria, plays a key role as the focal point of OSCE-wide programmatic activities aiming at countering transnational threats and ensuring coordination and coherence of action across all three OSCE dimensions, among all executive structures while respecting their mandates.

The TNTD comprises the Co-ordination Cell (CC), the Strategic Police Matters Unit (SPMU), the Action against Terrorism Unit (ATU) and the Border Security and Management Unit (BSMU).

As part of the TNTD, the Strategic Police Matters Unit (SPMU) was set up to assist the participating States upon their request to address threats posed by criminal activity and to support general police development and reform. The SPMU serves as the organization’s main focal point for all OSCE police-related activities.

As part of its activities in the fight against cybercrime, TNTD/SPMU will be developing a new e-learning based training course on open-source intelligence (OSINT) and online investigations for law enforcement actors from across the OSCE area. To this end, TNTD/SPMU is looking for an experienced international expert on OSINT and online investigations who would support development of the course as a part of a development team consisting of 3-4 experts.

Tasks and Responsibilities:

TNTD/SPMU requires the services of a Consultant to co-develop an e-learning training course on open-source intelligence (OSINT) and online investigations for law enforcement. Under the supervision and guidance of – and in close consultation with – the Deputy Head of SPMU and Advisor on Cybercrime, the Consultant will be tasked with the following:

- In co-operation with other members of the development team, contribute to conceptualization and design of the training course; - Develop input for specific training modules in the form of a narrative text, pictures/visualisations and screen recording demonstrations; - Design practical exercises and assignments for specific training modules; - Participate in regular online team meetings.

Necessary Qualifications:

  • University degree in computer science, information and communication technology, engineering, criminal law or a related field, or specialized training in computer technology, cybersecurity or cybercrime with a professional certification; • Minimum of 6 years of professional experience working in the field of open-source intelligence (OSINT) collection and analysis; • Previous experience with teaching or delivering training courses on OSINT and online investigations, especially for members of law enforcement and the criminal justice system; • Previous experience with developing training courses, including e-learning based courses, would be a distinct asset; • Knowledge of HTML and experience of using open-source tools for creating HTML files would be a distinct asset; • Previous experience with working for international organizations or international projects would be an asset; • Professional fluency in English; knowledge of another OSCE official language would be a distinct asset; • Flexibility and ability to work under time pressure to meet tight deadlines; • Demonstrated gender awareness and sensitivity, an ability to integrate a gender perspective into tasks and activities; • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity; • Computer literate.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
