Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counterterrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Office of Internal Oversight (OIO) is part of the OSCE Secretariat in Vienna, Austria. OIO is responsible for planning and delivering internal audits, investigations, and independent evaluations of the Organization's activities, including field operations. The work of OIO assures the adequacy of governance, risk management, and internal control, ensures compliance with the Organization's internal control framework, and enhances performance and the efficiency and effectiveness of operations. The Evaluation Section of OIO further contributes to organizational learning and helps to ensure the quality and relevance of the OSCE's work.

Once admitted to the roster, members will be considered for upcoming evaluation consultancies. Shortlisted members will be contacted regarding specific consultancies and requested to confirm their interest and availability. The final selection among short-listed candidates will involve interviews and potentially also a written test.

Objective of Assignment:

The objective of this roster call is to invite qualified evaluators to join the OSCE roster of evaluation consultants.

Duration of Assignment:

This is a roster call. Duration of the assignment depends on the tasks and deliverables assigned.

Tasks and Responsibilities:

Once on the roster, evaluation consultants might be hired to conduct or to provide technical advice to evaluations, such as giving inputs during the various phases of an evaluation processes, including the design, identification, collection and systematic analysis of numerical and narrative information, and report writing. Assignment-specific tasks and responsibilities will be outlined in the terms of references that candidates short-listed for a specific evaluation assignment will receive.

Evaluation consultants shall apply professional evaluation standards to conduct evaluations. They shall carry out assigned tasks in close and regular communication with an OSCE evaluation manager.

Necessary Qualifications:

  • A first-level university degree in social sciences or a related field (development studies, political sciences, economics, evaluation, etc.);
  • A minimum of 6 years documented evaluation experience, preferably in a lead role;
  • Documented multi-year experience in conducting independent and/or thematic evaluations. This may include evaluations of development or security-related projects or programmes with an international organization, an NGO, a government department; as well as evaluation research experience with a university or academic institution;
  • Proven knowledge of evaluation methodologies and approaches;
  • Experience in qualitative and/or quantitative analysis;
  • Experience in constructing surveys and analyzing survey data;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into evaluations;
  • Computer proficiency skills and ability to use relevant software, ideally including but not limited to survey software, statistical software (e.g., STATA, SPSS, SAS, and R), Microsoft Office suite and advanced Microsoft Excel skills;
  • Excellent report-writing skills and the ability to convey complex information in a logical, clear and concise manner as demonstrated by previous evaluation reports;
  • Documented professional experience working with international and/or regional organizations (specific knowledge of the OSCE would be an asset);
  • Proven experience in producing coherent and clear analytical reports;
  • Professional fluency in English (both written and spoken);
  • Knowledge of another OSCE language would be an asset.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
