Purpose of consultancy

Under the over-all guidance of the WHO Representative (WR) and direct day to day supervision of the Technical Officer, Communicable Diseases (TO-CDS), the consultant will support the Communicable Disease Programme-activities related towards disease elimination.

Background

The WHO maintains the goal of global lymphatic filariasis and yaws elimination by 2023 in Timor-Leste, and is committed to prioritising the elimination of LF, Yaws, and Malaria, targeted by 2023.

The position will work closely with the medical and the non-medical (coordination, human resources, finance and logistics) teams in the design and implementation of CDS team activities. The consultant will produce review reports with information and graphic elements from the CDS team to ensure quality control.

The consultant will coordinate with and support implementation of donor initiatives to address communicable diseases, notably the Korea International Cooperation Agency (KOICA) for Neglected Tropical Disease (NTD) post project.

Deliverables

Deliverables 1:

Function as the support to NTD (Post project grant) and CDS Programs. This includes the preparation, finalization, and submission of reports, policy papers, communication materials, presentations, and reports to donors and the supervisor.

Activity 1.1 - Provide support to plan, implement, monitor, and evaluate the NTD post project activities

Key Deliverables:

  • Develop and respond to requests for information from KOICA regarding technical reports and indicators.
  • Support and develop the post-funding support proposal for the integrated Neglected Tropical diseases control and elimination programme in Timor-Leste.

Activity 1.2 - Support to complete the remaining tasks to meet the requirements for the validation of LF elimination and yaws eradication in Timor-Leste.

Key Deliverables:

  • Support and implement the Lymphatic filariasis TAS3 in 2023.
  • Assess and implement the Mobility Management and Prevention Disability program using the direct inspection protocol.
  • Assist the high public awareness maintained for yaws and LF for the post-certification surveillance.

Activity 1.3 - In collaboration with Korean government donor partners, develop post-project support technical proposal to advance the elimination of neglected tropical diseases,

Key Deliverable: Draft and assist the supervisor on the preparation of policy letters or documents regarding any activities.

Activity 1.4 - Support with the preparation, finalization, and submission of the project completion report to the donor.

Key Deliverable: Support and draft technical reports for the donors such as KOICA

Deliverables 2: Provide any other assistance related to any CDS activities.

Activity 2.1 - Contribute the preparation and facilitation of regular scheduled meetings and collaboration with external partners and stakeholders on the CDS projects, including launch ceremonies, technical conferences, speech drafting, and agenda development.

Key Deliverable: Develop high quality visual and infographic materials to spotlight relevant data in technical reports.

Activity 2.2 - Coordinate and contribute to work with the medical and the non-medical teams to facilitate the design and implementation of CDS team activities.

Key Deliverable: Support and draft technical reports for the donors including KOICA, the Global Fund, and the Sasakawa Health Foundation (SHF).

Qualifications, experience, skills, and languages

Educational Qualifications

Essential: University degree in health care, public health, health policy, planning and management, or other related fields from a recognized university

Desirable: Postgraduate degree in public health, medicine, health policy, planning and management, international development, or other related fields from a recognized university

Experience

Essential:

  • At least three years of professional work experience in the area of public health
  • Professional experience and knowledge in public health care
  • Familiarity with the healthcare system in Timor-Leste
  • Demonstrated ability to work in a multi-disciplinary team environment

Desirable:

  • Experience with an international health organization is an asset, as is experience working in the UN or other international development organization

Skills/Knowledge:

Basic computer skills including standard package of WHO office programmes. Ability to work as a member of a team and adapt to diverse educational and cultural backgrounds

Location

On site: Timor-Leste WHO country office

Travel

If travel is involved, full medical clearance is required. The selected Consultant will be expected to provide a medical certificate of fitness for work

Local travel within the country, where needed, will be arranged by WCO Timor-Leste

Remuneration and budget (travel costs are excluded):

  • Remuneration: Band level A; USD 3,955 – 6,980 per month, depending on the consultant’s experience and educational background
  • Living expenses: Per diem will be paid as per WHO rules applicable to international consultant for travel.
  • Expected duration of contract: 11 months. Additional contracts (up to 22 months maximum) can be offered based on funding availability and satisfactory performance
