Organizational Setting

The country programming framework (CPF) is the tool adopted by FAO to define its short/medium-term response to the needs of member countries in pursuit of their national development objectives. The CPF is consistent with the FAO Strategic Framework and Regional Priorities, the UN Partnership Framework (UNPF), the Sustainable Development Goals, and other internationally agreed development goals. The current CPF for Lao PDR was developed in 2016 and outlines the joint Government and FAO priorities for the period 2016 – 2021.

The international consultant reports to the FAO Representative in Lao PDR

Technical Focus

Under the direct supervision of the FAO Representative in Lao PDR, and in close collaboration with International Operations Officer, Programme Assistant and Administrative Associates in FAO Representation in Lao PDR, the international consultant will conduct the review of the CPF 2016-2021 implementation and development of the CPF 2022-2026.

Tasks and responsibilities

• Review the CPF (2016 -2021) implementation including design the CPF evaluation questionnaire, conduct the interview with relevant stakeholders and site visits and analyze the responses and reporting. • Develop a draft Country Programme Framework 2022-2026 in response to the national priorities and priorities outline in the UN Cooperation Framework – Outcome Statements for the UNCF 2022 -2026 • Develop outcomes/outputs and link it with the FAO cooperate result framework and the resource requirements for achieving the country level results. • Facilitate the consultation workshop to present the review result and the draft CPF 2022-2026 • Incorporate the feedback/ comments from the consultation workshop to the final draft CPF 2022-2026

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Master degree in Agriculture, Agriculture Economics, Development Studies and in subject related to the work of the organization. • At least 5 years of relevant work experience with programme evaluation, development works and policies related to agriculture. • Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian).

Technical/Functional Skills

• Good communication skill • Good reporting skill • Proficient in word and excel • Good understanding of agriculture and food system in Lao PDR • Extent and relevance of experience in working with the government counterpart at different level would be an asset • Have experience working with international organizations including INGOs, bilateral or multi-lateral agencies, and with UN agencies is an advantage • Speaking of local language – Lao, Thai is an asset.
