Duties and Responsibilities Under the supervision of the Programme Officer, Prevention, Treatment and Rehabilitation Section (PTRS), UNODC and in close coordination with the team of PTRS/UNODC, the consultant takes responsibility for the following tasks:

• Discuss the development of an adequate methodology for data collection to assess the current state of quality of drug prevention, treatment, sustained recovery and related support services, as well as other health-related measures in all regions of the world, in line with the International Standards on Drug Use Prevention and the International Standards on the Treatment of Drug Use Disorders.
• Discuss the scope and objectives of the final analysis report with UNODC PTRS.
• Present to and agree with UNODC PTRS the methodology for data collection.
• Apply an adequate methodology for data collection on the quality of drug prevention, treatment, sustained recovery and related support services, as well as other health-related measures, in line with the International Standards on Drug Use Prevention and the International Standards on the Treatment of Drug Use Disorders.
• Analyze and organize the data gathered using both qualitative and quantitative methods as necessary.
• Develop a draft narrative analysis report summarizing all relevant findings of the data collection and submit it to UNODC PTRS for feedback and initial peer review.
• Prepare and submit a final narrative analysis report to UNODC for publication purposes and to inform the Commission on Narcotic Drugs in line with resolution 64/3, incorporating feedback and responding to suggestions previously received from UNODC. The report would benefit from explanatory graphics and tables on the quality of drug prevention, treatment, sustained recovery and related support services, as well as other health-related measures in all regions of the world, in line with the International Standards on Drug Use Prevention and the International Standards on the Treatment of Drug Use Disorders.

• Prepare a PowerPoint presentation based on the final report.

  Qualifications/special skills Academic Qualifications: - An advanced university degree (Master’s degree or equivalent) in public health, sociology, psychology, or relevant related fields in combination with qualifying experience is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: - A minimum of 10 years of relevant professional experience in the field of drug demand reduction, drug prevention/treatment, public health, mental health, public health policy development, sociology, psychology, statistic, criminology, social work, or other relevant fields are required.

• Experience in the development of technical and/or scientific documents on issues related to the field drug prevention and/or prevention is desirable.

• Proven ability to identify, compile and systematize scientific and technical materials; ability to develop adequate methodologies for systematic assessments in the field of social sciences and public policy, ability to collect, organize and analyze qualitative and quantitative data is desirable. Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another United Nations official language is an advantage.
