Duties and Responsibilities Under the supervision of the Programme Officer of the Prevention, Treatment and Rehabilitation Section (PTRS) of UNODC, and in close coordination with the team of UNODC PTRS, the consultant takes responsibility for the following tasks:

  • Discuss the scope, planning and organization of the systematic literature review, as well as the development of the final analysis report with UNODC PTRS.
  • Present to and agree with UNODC PTRS the search strategy for the systematic literature review (particularly with a view to specifying methodology, including databases, grey literature and languages to be considered).
  • Conduct a systematic literature review to assess, understand and document how quality drug prevention, treatment, sustained recovery and related support services, as well as other health-related measures, (including measures aimed at minimizing the adverse public health and social consequences of drug use) have an effect on drug use, crime, health and socioeconomic factors on an individual and a community level, with major focus on drug use disorder treatment and related services.
  • Analyze and organize the data gathered from the systematic literature review.
  • Develop a draft analysis report with the main findings of the systematic literature review and submit it to UNODC PTRS for feedback and initial peer review.
  • Prepare and submit a final analysis report to UNODC PTRS for publication purposes and to inform the Commission on Narcotic Drugs in line with resolution 64/3, incorporating feedback and responding to suggestions previously received from UNODC PTRS. The report would benefit from explanatory graphics and tables on how quality drug prevention, treatment, sustained recovery and related support services, as well as other health-related measures, (including measures aimed at minimizing the adverse public health and social consequences of drug use) have an effect on drug use, crime, health and socioeconomic factors on an individual and a community level, with major focus on drug use disorder treatment and related services.
  • Prepare and submit a draft article on the outcomes of the systematic literature review conducted for publication in a recognized scientific journal, in close coordination with UNODC PTRS.
  • Prepare a PowerPoint presentation based on the final report.

    Qualifications/special skills Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in public health, sociology, psychology, or relevant related fields in combination with qualifying experience is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: A minimum of 10 years of relevant professional and research experience in the field of drug demand reduction, drug prevention/treatment, public health, mental health, public health policy development, sociology, psychology, statistic, criminology, social work, or other relevant fields are required. Experience in the development of technical and/or scientific documents on issues related to the field drug prevention and/or prevention is desirable. Proven ability to identify, compile and systematize scientific and technical materials and experience to conduct systematic literature reviews on drug use prevention, drug treatment or related topic is desirable. Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another United Nations official language is an advantage.
