Organizational Setting

The Food and Agriculture Organization (FAO) is a specialized agency of the United Nations. With presently 194 member states, FAO works in more than 130 countries worldwide, including Vietnam where the Organization has operated since 1978. The current Country Programming Framework (CPF) for the period of 2022 2025 has four priority areas: (1) One Health (OH); (2) Climate change response, environment and natural resources management; (3) Food safety, sustainable production and consumption, and equitable livelihoods for all; and (4) Governance, Gender and PWDs. The incumbent’s tasks will mainly contribute to the fourth priority area.

The position is within the framework of the Emergency Centre for Transboundary Animal Diseases under the technical areas of FAO's One Health priority programme area (OH PPA). The OHPPA aims to have strengthened and better performing national and international integrated OH systems for human, animal and plant health achieved through improved pest and disease prevention, early warning and management of national and global health risks, including antimicrobial resistance (AMR) and environmental health, for optimal outcomes for production and global health security.

Reporting Lines

The incumbent will work under the overall guidance of the FAO Representative in Viet Nam, the direct supervision of ECTAD Senior Technical Coordinator of the Emergency Center for Transboundary Animal Disease (ECTAD) in Viet Nam and in close coordination with FAO ECTAD team including national specialist(s) and government partners.

Technical Focus

Antimicrobial resistance and One Health

• Systems for monitoring antimicrobial resistance, consumption, quality and residue in agriculture supported • Responsible use of antimicrobials and good practices in antimicrobial usage in agriculture is improved

Tasks and responsibilities:

Assist the Senior Technical Coordinator to manage and deliver ECTAD programme in Vietnam; • Support activities addressing antimicrobial resistance (AMR), antimicrobial use (AMU), veterinary product quality and antimicrobial residues in livestock and aquaculture in Viet Nam: - Provision of advice to the government of Viet Nam on technical matters related to antimicrobial resistance (AMR) to implement and monitoring of national action plan on AMR including monitoring of antimicrobial resistance, antimicrobial consumption, promote responsible use of antibiotics, raising public awareness, etc. - Develop and implement projects/activities related to AMR, AMU, veterinary products quality and antimicrobial residues in Viet Nam; - Coordinate the implementation of FAO RAP and FAO HQ AMR project activities in Viet Nam • Facilitate inter-sectoral coordination and information sharing (One Health) - Maintain regular communication and coordination with AMR stakeholders in Viet Nam and FAO AMR team at regional and global levels; - Provide technical inputs and support the implementation of the FAO-USAID Global Health Security Programme (GHSP) and other AMR related projects in coordination with other partners in Viet Nam - Facilitate sharing of AMR/AMU surveillance data at national, regional and global including provision of inputs to FAO, OIE, WHO database - Develop scientific conference posters, presentations and manuscripts for publication; - Facilitate and support inter-sectoral collaboration and social-behaviour change communication; • Performs any other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in veterinary medicine, veterinary science, animal science or related field • At least 12 years of relevant experience in antimicrobial resistance, including surveillance, prevention/control management and One Health approach • Woking knowledge (level C) of English and limited knowledge (level B) of one of the FAO official languages (French, Spanish, Chinese, Arabic, or Russian).

Selection Criteria

• Experience in antimicrobial resistance and One Health • Experience in working with Government agencies and UN organizations is an asset. • Having working experience in Vietnam and other Asia countries is an asset
