To interrupting patterns of inequality and discrimination and shifting power for and with girls and women? UNICEF’s Gender Policy and Action Plan (GAP) 2022-25 articulates an ambitious agenda for promoting transformative, lasting results for children and women across UNICEF’s programmes, policies and workplaces. This position is dedicated to strengthening UNICEF’s institutional mechanisms, including a robust monitoring and reporting (M+E) system for transformative results across UNICEF’s programmes and workplaces.

How can you make a difference?

Under the guidance of the Associate Director, Gender, Programme Group (PG) UNICEF, the Senior Advisor will provide leadership and technical expertise for the design, implementation, and monitoring of the GAP results framework and institutional strengthening benchmarks. Drawing on strong measurement, data and analytical skills, the Senior Advisor will ensure technical excellence and quality of programmatic work per the GAP. A key focus will be on managing the GAP M&E system, and supporting country and regional level gender analysis, monitoring and reporting during the GAP programme cycle.

The Senior Advisor will serve as the technical lead in the UNICEF HQ Gender Equality team in four specific areas:

- Oversee the implementation, measurement, reporting and learning for UNICEF’s GAP results framework including the implementation and quality assurance of a M&E system for tracking/tagging GAP results, priorities, and expenditures in coordination with the Division of Data Analytics, Planning and Monitoring (DAPM); and annual reporting on the GAP to the UNICEF Executive Board, and other partners.

- Coordination of UNICEF accountability on the GAP to the UNICEF Executive Board and within the UN system. The Advisor will oversee coordination of the Gender Equality Steering Committees in PG and globally that monitors GAP implementation across UNICEF, as well as annual reporting on UNICEF gender equality commitment on the UN system-wide action plan for gender equality (UNSWAP), UN Development Cooperation Office requirements and other interagency accountability frameworks. This includes participation and engagement in interagency gender networks and related activities that strengthen UNICEF work on gender equality in the UN system.

- Lead the development and implementation of gender-related field guidance and technical support for strengthening gender analysis into UNICEF Country Offices programme development and planning This includes providing quality, tailored technical support to the field on gender analysis (through, guidance, webinars, trainings, surge and other tools) for conveying key GAP related requirements on gender integration in programme, planning, monitoring and reporting at the country and regional offices. The Advisor will lead the development and support of an effective field-based network of gender and M&E experts/focal points and promote South-South exchange to manage learnings on gender transformative programming and other institutional learnings, trainings and skills building opportunities through multiple, interactive channels. This includes managing a high-quality knowledge sharing platform on GAP indicators, results, research, and documentation and supervising an active capacity development agenda for UNICEF staff and partners.

- Technical expertise and guidance on emerging programmatic areas under the GAP with key programmatic partners (including strategies, guidance, tools) in PG and other divisions.

Qualifications

Education

- Advanced university degree in public health, law, economics, demography, sociology, public administration, gender studies or related field required.

- The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel and MS PowerPoint is a requirement.

- The individual should have a knowledge of statistical analysis tools (such as Stata, SAS, R etc.) is an asset for this role.

Work experience

- At least 10 years of solid experience in development/ humanitarian programming and social justice work, with a demonstrated track record of having undertaken and led research, planning, and/or M&E functions from a gender perspective.

- Programmatic experience designing and overseeing programmes with gender outcomes, ideally in the global South.

- Collaborative, team player with demonstrated experience achieving results across diverse teams/ areas.

- Strong substantive, technical, programmatic and research skills in gender with equally strong sectoral expertise in at least one of the following: Health; Nutrition; Protection; Water, Sanitation and Hygiene (WASH); Education; Social Protection; Adolescents.

- Proven rigor in analytical, statistical, conceptual and programme design skills relevant to gender equality with an understanding of monitoring, evaluation, theory of change and path from intervention to results.

- Self-starter, proactive and determined to achieve results through collaborative and dynamic partnerships across UNICEF, the UN, civil society, and public and private sectors.-

- Demonstrated experience in conducting rigorous research and data analysis on gender, including quantitative research methodologies, and monitoring and evaluation.

- Superb written and oral communication skills in English: ability to write succinctly and clearly, and to speak in public forums compellingly and with confidence.

- High level of initiative and independence in ability to undertake complex tasks while proactively seeking relevant input, cooperation, and guidance from key constituents.

- Demonstrated success in developing proposals and securing resources on programme and research initiatives with a strong gender component.

- Management experience and demonstrated ability to motivate others and create and encourage a climate of team-work and collaboration in a multi-cultural, diverse and inclusive environment.

Language

- Fluency in English is required. Knowledge of another UN Language is an asset.
