Note: Programme Group (PG) is currently undergoing organizational changes, therefore the exact location of the post is still under consideration. Currently, the post is based in New York but in case the location of the post will change, s/he would be expected to work remotely as the case may be, during the contractual period. You will report to the Senior Advisor, ECD, who will provide technical guidance and direction for this role. Effective management of evidence/knowledge will remains one of the key strategies to accelerate the impact of ECD programming globally. You provide technical contributions to strengthening the knowledge management function within the HQ ECD team to effectively respond to an increasing demand from countries on information and cutting-edge evidence to inform strategic ECD planning, programming and policy advocacy. You further contribute to the generation and effective use of knowledge and evidence to advance the equity agenda in ECD through an inter-sectoral approach – with a focus on disability-inclusive and gender-responsive ECD programming in collaboration with Disabilities and Gender teams.

How can you make a difference?

  1. Strategic Management of ECD Knowledge and Evidence
  • Provide technical coordination to establish an ECD knowledge management strategy/action plan to facilitate effective generation and dissemination of latest ECD knowledge and evidence to leverage the impact of ECD programming impact globally
  • Provide technical inputs for institutionalizing systematic collation and management of a wide range of knowledge products, including ECD programme documents, reports, data points, and research findings, to facilitate effective analysis and feedback to programme formulation and advocacy
  • Keep abreast of research, benchmark and collate best practices on early childhood development. Assess, institutionalize and share best practices and knowledge learned
  • Facilitate effective dissemination of ECD knowledge, evidence and technical guidance to support Regional Offices (ROs) and Country Offices (COs), including through online platforms such as PPPX and SharePoint
  • Contribute to the development of the 2021 Global Annual Results Reports (GARR) and other corporate reports/publications to ensure that relevant and latest ECD knowledge and evidence are reflected
  • Develop ECD briefs, newsletters, papers, and slides decks to summarize relevant ECD evidence and knowledge for management use, information and/or consideration
  1. Contribution to effective ECD Programme Planning, Monitoring and Delivery
  • Coordinate planning of evidence and knowledge management activities for the HQ ECD Programme Work Plan 2022 with clearly defined results/deliverables, resources, accountabilities and implementation timeframe
  • Actively support implementation and monitoring of activities relevant to evidence and knowledge management to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues
  • Prepare ECD regular/mandated programme/project reports for management, donors and partners to keep them informed of programme progress.
  • Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable ECD programmes and projects
  1. Capacity development
  • Provide timely support to ROs and COs to facilitate adoption and roll out of global knowledge goods, including population-based measurement for child development outcome (ECDI2030) and ECD investment benchmarks
  • Provide technical and coordination supports for relevant ECD data collection, research and evaluation initiatives
  • Plan for learning and capacity building opportunities for UNICEF staff and partners to promote sustainable results on ECD related programmes, including through thematic webinars, AGORA, massive open online courses (MOOC) and other online learning platforms
  • Apply/introduce innovative approaches and good practices to build capacity of UNICEF staff and partners and to support implementation and delivery of concrete and sustainable programme results on ECD
  1. Cross-sectoral coordination and support for partnerships
  • Coordinate with other Programme Group (PG) sections, HQ Divisions and other concerned parties to ensure integration and coherence of ECD knowledge and evidence agenda in respective SP Goal Areas and sectors
  • Contribute to effective generation and use of knowledge and evidence to advance equity agenda with focus on disability-inclusive and gender-responsive ECD programming in collaboration with Disabilities and Gender teams
  • Support ROs/COs and HQ teams in resource mobilization efforts as needed

To qualify as a champion for every child, the candidate must have…

  • An advanced university degree in one of the following fields is required: education, public administration, public health, nutrition, economics, psychology, sociology, human development, child development, family studies or another relevant technical field.
  • A minimum of five (5) years of professional experience relevant to knowledge management, planning and monitoring in early childhood development or other related areas is required.
  • Working experience at the international and/or in a developing country is highly desirable.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or local language is an asset.
