Org. Setting and Reporting The Office of Internal Oversight (OIO) is responsible for the systematic evaluation and internal audit of ICAO's programmes, projects, and activities, with a view to assessing whether the Organization's stated objectives and impacts have been achieved, and resources have been expended in accordance with applicable rules and regulations and with due regard to economy, efficiency and effectiveness. The Office provides an annual report of its evaluations and internal audits to the ICAO Council. Evaluation is mainly focused on assessing the relevance, coherence, effectiveness, efficiency, impact and sustainability of programmes and activities against established plans and objectives. Internal audit ensures that a system of cost-effective internal controls has been established to mitigate potential risks to the Organization, to ensure compliance with policies, regulations, rules and administrative directives, and to ensure accountability for the proper, efficient and economical use of resources, consistent with organizational objectives and applicable best practices.

Responsibilities Under the general guidance of the Chief, Office of Internal Oversight (C/OIO), and reporting to the Evaluation Specialist, the intern will support the ongoing/planned evaluations of OIO. In particular, the intern will be expected to: •Collect internal documentation from HQ Bureaus and Offices, including liaising with, and collecting data from ICAO regional offices •Contribute to the development of evaluation tools and checklists for the evaluations •Support the desk review including design, launching and follow-up of on-line surveys •Support and coordinate data collection from Member States •Liaise with Regional Offices to obtain additional data/information from Member states and the offices •Conduct preliminary analysis of qualitative and quantitative data •Prepare reference group meetings, take minutes and liaise with members of the reference group as well as evaluation team. •Support the editing of the evaluation reports •Perform other duties as required

Takes calculated risks on new and unusual ideas; thinks "outside the box." Takes an interest in new ideas and new ways of doing things. Is not bound by current thinking or traditional approaches.

Education At the time of application, candidates are required to have completed or be enrolled in a graduate degree programme (second-level university degree or higher) in a field of study related to aviation, evaluation, economics, statistics, engineering, management, social and natural science, computer science, political science Applicants pursuing studies in countries where higher education is not divided into undergraduate and graduate stages should have completed at least four years of full-time studies at a university or equivalent institution towards the completion of a degree.

Work Experience No working experience is required to apply for the United Nations Internship Programme. Your training, education, advance course work or skills should benefit the United Nations during your internship.

Languages Essential requirements: Fluent reading, writing and speaking abilities in English. Desirable requirements: A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Interns are not paid. All costs related to this internship must be borne by the intern. The duration of internship is between two to six months. For this internship the duration is 6 months, expected to start 12 July 2021 through 11 January 2022. The intern is expected to work remotely or/and from the ICAO Office in Montreal for five days a week, on full-time basis. Interns shall not be eligible to be engaged in any other form of employment within ICAO during the period of internship and shall not be eligible to apply for or be appointed to any post in the Secretariat or be contracted for any other remunerated employment with ICAO for the six months immediately following the end of their internship.

United Nations Considerations In accordance with ICAO Staff Regulations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity.
