1. Organizational Context

  1. Organizational Setting

The post is located in the Standards Section of the International Classifications and Standards Division.

This Section is responsible for WIPO Standards and the Committee on WIPO Standards (CWS) that provides a forum to adopt new or revised WIPO standards, policies, recommendations and statements of principle relating to intellectual property (IP) data, global information system related matters, information services on the global system, data dissemination and documentation. This Section leads or supports the development of WIPO Standards by the subject matter experts who are nominated by WIPO Member States and other stakeholders, and assists the implementation of WIPO Standards by IP offices and users in the IP community.

  1. Purpose Statement

The main role of the incumbent is to contribute to the meetings of the CWS and its Task Forces, the formulation and implementation of WIPO’s program for the development of balanced and effective international normative frameworks for IP in the field of WIPO Standards and related matters, including the lead and coordination of discussions for the development and implementation of WIPO Standards, the research and analysis of different needs and practices of WIPO Member States and other stakeholders, and the provision of technical advice and assistance for capacity building to IP offices on the matters related to WIPO Standards.

  1. Reporting Lines

The incumbent works under the supervision of the Head of the Standards Section.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Participate as a resource person in the meetings of the CWS and its Task Forces, including the preparation of documents and proposals for consideration by the CWS and its Task Forces, and of their meeting reports;

b. Lead or support discussions of CWS Task Forces dealing with various technical areas by the subject matter experts, including the Legal Status Task Force;

c. Plan, develop, conduct and deliver CWS surveys regarding the IP offices’ practices and other CWS activities;

d. Develop technical and training documentation in relation to WIPO Standards, and provide trainings on WIPO Standards;

e. Plan and manage the publication of WIPO Standards, CWS surveys and other related documentation under the WIPO Handbook on Intellectual Property Information and Documentation, liaise with other internal work units and IP industry, and ensure the regular review and updates of the WIPO Standards and related publications on the WIPO website and other media;

f. Establish and maintain contacts with IP authorities of Member States, industry, research institutions and organizations, which provide IP information services, with a view of investigating the needs of users of WIPO Standards; identify opportunities to strengthen cooperation and promote WIPO services; and provide technical and procedural advice in matters relating to WIPO Standards;

g. Keep abreast of developments in IP data and information, liaise with concerned work units throughout the International Bureau of WIPO to coordinate efforts and identify opportunities for developing or enhancing WIPO Standards;

h. Represent WIPO at meetings, seminars, training courses and exhibitions convened by Member States, industry groups and other stakeholders in relation to WIPO Standards;

i. Perform other related duties as required.

3. Requirements

Education (Essential)

First-level university degree in science, engineering, information technology, law or other closely related fields.

Experience (Essential)

At least six years of progressive professional experience in standards, policies or recommendations relating to IP data, global IP information system related matters, IP information services on the global system, IP data dissemination and documentation, in an organization or an institution.

Experience (Desirable)

Experience in coordinating discussions and meetings at international level.

Experience in the preparation of recommendations or policies relating to IP data, information and documentation in collaboration with public sector stakeholders.

Experience in managing or publishing contents on website.

Language (Essential)

Excellent written and spoken knowledge of English.

Language (Desirable)

Knowledge of other official UN languages.

Job Related Competencies (Essential)

Good knowledge of WIPO Standards, including their development and implementation procedures.

Comprehensive knowledge of IP and IP business workflow.

Good knowledge and understanding of IP data, information and documentation.

Excellent analytical and organizational skills, with the ability to work within strict time constraints and to meet deadlines.

Excellent written and oral presentation skills in English.

Ability to work on own initiative and as a member of a team.

5. Information

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary****:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the February 2023 rate of 79.7%
