Result of Service By the end of this 5-month contract, for the first 10 components (the detailed list will be shared with the successful candidate) the consultant will submit the following: - Content design documents (e.g., storyboard, script, and/or guidelines as relevant). For each component, this will involve applying instructional design best practices to: - review, and/or complete what has already been done. - conduct consultations and research to ensure accessibility, and that diverse needs are being met; and - provide a written overview explaining how the content design integrates research-based best practices and stakeholder feedback; and is sustainable, long-term. - Technical requirements in the form of a brief Terms of Reference (ToR) that identifies specific resources needed to achieve the advised learning solution / content requirements; estimated time needed to complete, and advice on feasibility of including in the initial launch.

These outcomes apply to the following components that address identified needs for ensuring a consistently effective experience for all new personnel throughout the Organization, regardless of location or function. The ideal solution for each component will be easy to adapt to changing needs and will be sustainable long-term. All of the ten components have a main objective to either provide global content (to share information relevant to all) or address global needs (to ensure a consistently positive experience for all) as indicated below.

In addition, the consultant will prepare and submit:

1. A measurement and evaluation plan based on a Learning Impact Evaluation Framework under development, and with a plan for analysing and responding to results. 2. Recommendations for “next steps” to further develop Global Orientation, and how to ensure long-term effectiveness and sustainability.

The consultant may also be asked for advice or to help with other tasks related to communications with Stakeholders, and a smooth launch of Global Orientation version 1 by end of October 2022.

Duties and Responsibilities The Capacity Development and Operational Training Services (CDOTS) in the Office of Support Operations (OSO) of the Department of Operational Support (DOS) seeks a consultant with expertise in Instructional Design, and with Measurement and Evaluation experience to support a UN Global Orientation Programme.

The consultant will report to the joint Global Orientation Team which is made of learning specialists from the Organizational Development Section (ODS) in the Office of Human Resources (OHR) and Capacity Development and Operational Training Services (CDOTS) in the Office of Support Operations (OSO).

A Global Orientation Programme (phase 1), planned to launch by October 2022, will, for the first time, implement a consistent experience that meets the learning and socialization needs of new hires throughout the United Nations Secretariat.

In collaboration with and with the full support of the “Global Orientation” Project Team, Orientation Focal Points and other key partners, the selected candidate will: - Conduct research and analysis in support of content development, programme design, and a measurement and evaluation plan for an effective, user-friendly experience. - Complete a content design document and technical requirements for each of 10 components, most of which are already significantly in progress and only need to be reviewed and refined. - Co-draft a measurement and evaluation plan and recommendations for “next steps”.

CLIENT ORIENTATION Considers all "clients" and seek their point of view Establishes and maintains productive partnerships Identifies clients' needs and provide solutions Monitors the clients' environment and anticipates problems Keeps clients informed of progress or setbacks in projects Meets timelines for delivery of products or services to clients Academic Qualifications: Have a Bachelor’s (or Master’s) degree and/or specialization or a certificate in Instructional Design, Learning and Development, Online Course Development, Filmmaking, Organizational Psychology, (Strategic) Communications, Measurement and Evaluation, and/or another relevant area or areas.

Experience:

Required

  • A minimum of 3 years experience in Instructional Design, Learning and Development, and/or related work
  • Proven ability to conduct research, analyse data, work effectively in a team, and communicate effectively
  • Familiar with and competent in using common office software such as MS Office 365, MS Word, MS Excel, MS PPT

Desirable

Experience with: - designing learning solutions that are assessable and inclusive - designing, developing, implementing and/or measuring impact of an Orientation, Induction or Onboarding programme - designing for or developing learning activities in a Moodle-based platform or similar LMS - applying Survey tools such as SurveyMonkey and MS Forms - familiarity with visualization tools such as Power BI, Canva, Genially, Adobe Suite, etc. - familiarity with multimedia tools for visuals and promoting interaction - working in a global context such as the United Nations or similar organizations

Have a demonstrated:

  • keen interest in the work of the United Nations and have a personal commitment to the ideals of the United Nations Charter.
  • ability to successfully interact with individuals of diverse cultural backgrounds and beliefs, which includes willingness to try and understand and be tolerant of differing opinions and views.

Language:

  • Fluency in English (both oral and written) is required.
  • Knowledge of French is desirable.
  • Knowledge of another UN official language is an advantage.
