**OVERVIEW** ------------ Parent Sector : Bureau for Digital Business Solutions (DBS) Duty Station: Baghdad Job Family: Administration Type of contract : Non Staff Level : Level 4 Duration of contract : 1 year Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 09.04.2023 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Under the overall guidance of the Senior IT Operations and Service Manager and direct supervision of the Senior Finance and Administrative Officer and the Head of Education of the UNESCO Office for Iraq, the National ICT officer will provide technical support to UNESCO programs in navigating the country’s technology landscape and identifying, assessing, and integrating technological solutions, standards, and tools to deliver results. The National ICT officer will support and strengthen internal capacity to implement digital initiatives, identify emerging information and communication technologies, engage with key tech partners, assess reusable and replicable technical building blocks, and maximize the potential for technology for development scale-up and roll-out. The National ICT officer will support ICT specialized work with all sections to build and adopt scalable, sustainable, and demand-driven technological solutions that address local challenges and accelerate results for UNESCO’s programs. And in identifying regional and global trends in technology; examining initiatives with programmatic counterparts and assessing opportunities for utilization; advising government counterparts, strengthening partnerships and supporting capacity building with local and regional stakeholders; supporting the design and development of ICT initiatives, software applications and hardware components; coordinating testing and supporting the deployment of initiatives with internal and external staff members, consultants and companies; working with programmatic counterparts to oversee testing, scale-up and handover phases of various initiatives; and monitoring and evaluating outcomes Long Description ---------------- The incumbent will provide technical support with designing solutions and identifying the right architecture and technology: 1\. Act as the local DBS representative by advocating for existing global solutions, ensuring their correct utilization and managing local challenges through close collaboration with HQ. 2\. Provide support and technical assistance in the identification, selection, concept design, deployment, and operations of technology solutions to address bottlenecks toward achieving program results. 3\. Develops, implement, and maintain systems and infrastructure documentation to ensure compliance with UNESCO policies and standards. 4\. Proactively interacts with colleagues, users and user groups in establishing systems/solutions requirements, identifies options aligned to UNESCO standards, provides training on new systems and applications, and monitors optimal utilization. 5\. Support with contracts and project management by assisting programs and operations teams in managing and monitoring 3rd party ICT vendors and contractors. 6\. Assist in developing project plans for technology innovation initiatives. 7\. Monitor the progress of ICT projects and take appropriate control and corrective measures when required. 8\. Build capacity of program staff in utilizing and administering ICT tools such as mobile-based systems, cloud collaboration, BI tools, data visualization and analysis, among others. 9\. Liaises with other offices, program sections, and stakeholders to identify and document requirements. 10\. Support counterparts and implementing partners to build capacity and nurture independence. 11\. Perform any other duties as may be assigned. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. - Professionally recognized specialized courses on matters related to LAN/WAN networking technology are an asset. **Work Experience** - Minimum 2 years of progressively responsible relevant experience in Information Technology and networking technology - Experience in administrative IT support work, preferably with wide experience with an UN agency or other international organization. **Skills and Competencies** **•** Excellent communication/organizational skills, and attention to details. • Ability to operate personal computers, corporate and commercial software applications, and databases such as Microsoft Office, SQL, internet, etc. • Ability to learn quickly corporate software applications is a definite advantage. • Solid functional competencies in establishing and maintaining contracts incl. monitoring and performance evaluation; • Strong analytical and problem-solving skills, as well as ability to set priorities, to interpret rules and administrative guidelines, to analyze and evaluate routine and non-routine issues; • Ability to establish good working relationships with senior management and people of different nationalities and cultural backgrounds; • Experience in working in a multi-skilled and multi-cultural teams; • knowledge-sharing capabilities; exercise of sound judgment and initiative; tact, high standards of integrity, discretion, and confidentiality are essential. **Languages** • Excellent/very good knowledge and drafting skills in English and Arabic; • Knowledge of another UN official language (French, Chinese, Russian, and Spanish) may be an asset **SELECTION AND RECRUITMENT PROCESS** ------------------------------------- Please note that all candidates must complete an on-line application and provide complete and accurate information.
