Org. Setting and Reporting The position is located centrally in the Office of Information Communication and Technology, Enterprise Solutions Service, Enterprise Application Centre – Americas. The incumbent reports to an Information Systems Officer or a more senior Information Systems Assistant within Enterprise Application Centre – Americas/Human Capital Management Unit.

Human Capital Management Unit is responsible for technical support of UN enterprise resource planning systems that support business operations in Human Resources administration, entitlements, timekeeping, employee self-service, manager self-service and reporting. The unit is composed of several General Service staff. The staff in the unit work on problem management in enterprise applications, perform configuration of custom data and participate in testing.

Responsibilities Within delegated authority, the Information Systems Assistant will be responsible for the following duties: •Participates in the configuration, programming, testing, debugging and implementation of new application systems releases, modules and functionalities. •Develops, tests and implements computer application systems and programs using UN established standards for IT technologies, programming languages, tools and procedures. •Serves as team member in the planning, specification, design, development, implementation and support of computer application systems; independently liaises with users to define and specify requirements. •Monitors operations of computer applications systems using appropriate monitoring tools and produces monitoring reports. •Prepares user documentation for deployed computer application systems, as well as training materials. •Maintains functional specifications for computer application systems, programs and procedures developed and/or modified. •Provides Service Desk support for Umoja ERP system covering Human Capital Management module; performs ongoing reviews with users, responds to users requests, identifies problems and known errors, confirms system operations and ensures recording of issues/resolutions. •Drafts correspondence and communications, including user procedures and other related issues, as well as prepares unit contributions for a variety of periodic reports. •Keeps abreast of developments in the field; assists in implementation of new technical solutions. •Provides guidance to new/junior staff. •Performs other duties as assigned.

Work implies frequent interaction with the following: Information Systems Officers and other IT specialists throughout the United Nations Senior administrative staff and focal points in user offices. Staff from global UN operational service desks, policy makers, business owners of UN IT systems

Results Expected: Provides effective computer application systems support and contributes to the development, implementation and maintenance of computer application systems. Processes work and initiates appropriate follow-up actions under minimal supervision. Demonstrates initiative in the identification and resolution of issues/problems. Delivers high quality IT support critical for achieving business goals. Is well-organized and produces accurate reports, records and/or data, completed with only general guidance. Consistently applies appropriate policies, guidelines and procedures. Effectively and in a timely manner liaises and interacts with colleagues, user groups and other concerned parties internally and externally.

Competencies Professionalism: Knowledge of organizational information infrastructure, including hardware, software and application systems. Knowledge of SAP Human Capital Management/Payroll and its implementation in United Nations system. Knowledge of system development workflow and document flow processes, ability to conduct research and gather information from a wide variety of standard and non-standard sources. Ability to respond to changing requirements and assignments, ability to apply good judgment in the context of assignments given. Education High school diploma or equivalent is required.

Work Experience A minimum of seven years of progressively responsible professional experience in information systems analysis, systems administration and maintenance, information technology service management, technical writing or related fields is required. Experience providing technical support for enterprise resource planning (ERP) payroll module is required. Experience implementing rules and regulations in Human Resources, Payroll or Finance in a international organization or related is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice Appointment or assignment against this position is for an initial period of one year. Extension of appointment is subject to extension of funding and/or mandate. This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment. Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application. Staff members who were granted a fixed-term, continuing or permanent appointment as a result of having passed a predecessor test recognized by the Office of Human Resources Management, and who have continuously held such appointments, are not required to take the new test.
