1. Purpose of the Consultancy

The consultant is being recruited to provide information and planning technical support to the ongoing COVID-19 response activities in the Western Pacific Regional Office (WPRO).

2. Background

Since 2 January 2020, the three levels of WHO have been working together to respond to this outbreak of COVID-19. On 30 January, WHO declared the outbreak a Public Health Emergency of International Concern (PHEIC). On 11 March, WHO Director General characterized COVID-19 as a pandemic. The WPRO response plan is envisaged until the end of 2021, it is however continually reviewed. Support for each pillar of the response is greatly needed.

The purpose of this emergency deployment is to support effective response operations related to the outbreak of pneumonia associated with COVID-19, with a focus on information and planning functions, as part of the Incident Management System Team (IMST) of the WHO Western Pacific Regional Office in Manila.

3. Planned timelines

Start date: 1 January 2023

End date: 31 March 2023

4. Summary of Assigned Duties

Under the overall supervision of the WPRO IMST Incident Manager, the information and planning pillar lead and WHO Country Representative, the consultant will:

Output 1****: Develop COVID-19 dashboard and other information product

Deliverable 1.1: Deliverable 1.1: Support to collect, collate, manage and analyze data; aggregate health related COVID-19 information and transform it into narrative text, maps, graphics, sitreps, reports, bulletins and other relevant documents, including adhoc requests by senior management to enable strategic planning and decision making.

Deliverable 1.2: Support data visualization of regional databases using R, and contribute to the update and maintenance of the WPRO dashboard to share information and guide regional actions.

Deliverable 1.3: Responsible for the compilation and maintenance of the WPRO calendar of events and public holidays.

Output 2: Manage COVID-19 database

Deliverable 2.1: Perform data quality verifying (accuracy, completeness, timeliness), identify gaps in health information management, recommend and perform corrective actions as required and prepare any relevant document.

Deliverable 2.2: Contribute to the maintenance of incident databases including content, structure, file location, backup system, and seeking to improve information sharing between all levels of WHO.

Deliverable 2.3: Conduct any relevant data analysis, as ad hoc required by the functional supervisors and technical teams and ensuring dissemination of information and knowledge sharing.

Output 3****: Support COVID-19 IMST regarding event bases surveillance

Deliverable 3.1: Manage surveillance outputs and act as focal point for specific Member States; conduct daily event-based surveillance using media signals and EIOS, weekly tracking of national/subnational preparedness/ response plans and boarder measures, coordination with country offices/ technical pillars for weekly presentation at IMST

Deliverable 3.2: Perform any other incident-specific related duties, as required by the functional supervisor.

Other Deliverables:

    1. Progress report (monthly); and
    1. Technical report at the end of consultancy.

5. Specific Requirements

Qualifications required:

Essential: First level university degree in information and data management, statistics, public health, epidemiology, or related social science field from an accredited/recognized institute.

Desirable: An advanced university degree in qualitative surveillance or statistic, health data management, health-related field or quantitative epidemiology, specialized training in communicable diseases.

Experience required:

Essential: At least two-year relevant experience in data and/or information management, epidemiology or public health such as surveillance and outbreak investigation and response.

Desirable: Relevant work experience in WHO, other UN agencies; experience working in relevant nongovernmental or humanitarian organizations. Experience in developing countries

Skills / Technical skills and knowledge:

Language requirements:

8. Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

9. Travel

The Consultant is expected to travel according to the itinerary and estimated schedule below:

From: 1 January 2023

To: 31 March 2023

Location: WPRO/CO

Purpose: as requested/needed for outbreak response activities

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive living allowance.

Visa/s requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
  • The purpose of this vacancy is to develop a list of qualified candidates for inclusion in this advertised roster. All applicants will be notified in writing of the outcome of their application (whether successful or unsuccessful) upon conclusion of the selection process. Successful candidates will be placed on the roster and subsequently may be selected for consultancy assignments falling in this area of work or for similar requirements/tasks/deliverables.
