Organizational Setting

The FAO Representation in Bangladesh is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning, and implementation of FAO's priority activities in the country. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in Bangladesh and, in collaboration with Regional Office Asia and Pacific and the departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to the country priorities. The representation also supports the regional office in the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the country, monitors the level of programme implementation and draws attention to problems and deficiencies. The office also develops and maintains relations with Government of Bangladesh, UN agencies, the resource partners and other development institution at the country level.

The Food Security Cluster (FSC) has been established globally to coordinate the food response during a humanitarian risis, addressing issues of food availability, access, utilization and stability. The FSC was established by the Interagency Standing Committee (IASC) and is co-lead by the Food and Agricultural Organization (FAO) of the United Nations and the World Food Programme (WFP). FSC is about enhancing cooperation and partnerships, the cluster works directly with its partners and stakeholders that include NGOs, the Red Cross and Red Crescent Movement, UN organizations, Government partners and donors. In Bangladesh, the Food Security Cluster (FSC) was established in 2012.

Reporting Lines

This is an SC-9 position under the Overall guidance of the FAO Representative in Bangladesh and direct supervision of the Assistant FAO Representative (Programme), the incumbent will work as Food Security Cluster Information Management Specialist.

Technical Focus

The objective of the Food Security Cluster Coordination is to ensure a timely, coherent and effective food security response by mobilizing stakeholders to respond in a strategic manner to a humanitarian crisis.

Tasks and Responsibilities

  • Support to maintain and update the FSC website Government partners and international and national NGOs feed relevant information on a regular basis;
  • Support the FSC Coordinator in Working Group meetings at Dhaka as appropriate. Ensure action points are dealt with by the relevant party(ies);
  • Proactively gather information from other sector/organizations that may be of use to the Food Security Cluster for informing decisions, including movement of population, sector facilities location and road networks;
  • Facilitate and coordinate training, food security assessments and other activities as part of the overall FSC preparedness and response measures;
  • As appropriate, assist in the design of Food Security data collection forms, ensuring that the purpose and use all data collected is clear, questions are simple, clear, easily analysed highlighting where potential problems might arise; organize and manage the data input and analysis of data on the Food Security Sector;
  • Inventory of relevant common Cluster / Sector data sets, including facilities location, population data disaggregated by age and sex;
  • Data on the humanitarian requirements and contributions (financial, material, human – as appropriate);
  • Liaise with ISCG-Cox’s Bazar FSC, IM Focal Points of other sectors and gFSC as required – share information as appropriate and identify and gather information from other sectors which can inform Food Security response and preparedness decisions;
  • Organise events such as meeting, training and workshops for the FSC (booking venue, accommodation, meals, etc.)
  • Provide overall secretariat support to the FSC as required including the management of the FSC work plan
  • Ensure invitations are circulated in a timely manner for the FSC meeting,
  • Ensure that agendas and attendance sheets and other relevant documents and PowerPoints are prepared
  • Any other tasks that may be required (within reason) to achieve the objective of this assignment.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Minimum university degree in information management, information systems, geography, social science, sociology or related field, preferably with a master’s degree in information management;
  • Minimum of 5 years in humanitarian field and with experience in data management and visualization;
  • National of Bangladesh

  • Ability to present information in clear and concise graphic and narrative presentation formats.
  • Having cluster Information Management training is an asset.
  • Fluency in English and Bangla (both oral and written)
  • Experienced on Cluster approach is an asset.
  • Experience in humanitarian context is mandatory and experience in food security -related topics is highly desirable;
