Result of Service The UN Resident Coordinator’s Office is recruiting an International Consultant to provide support on information management and UN-INFO roll-out to improve UNCT overall planning, monitoring, and reporting of the UNSDCF, and to help document related lessons learnt. The international consult will also support the maintenance of database and systems such as Kobo Toolbox and IMS as well as the UNCT/RCO sharepoint

Duties and Responsibilities Organizational Background and Reporting

The United Nations Development Assistance Framework (UNDAF) in the Central African Republic will end on 31 December 2022. The UN in CAR in collaboration with Government and other stakeholders are elaborating its successor the United Nations Sustainable Development Cooperation Framework (UNSDCF) for the period 2023-2027. The UNSDCF which will come into effect on January 1st, 2023, constitutes the most important instrument for planning and implementation of the UN development activities at country level in support to national priorities.

With the roll-out of the new UNSDCF, new data management and reporting structures will be established to enhance the planning, implementation, monitoring, reporting and evaluation of the UNSDCF as well as to strengthen UN country team’s accountability. UN-INFO is the UN’s principal online tool for planning, monitoring, and reporting of the strategic framework. Along with the start of the Cooperation Framework, UN-INFO needs to be updated with the latest project information that is relevant for the next five years. To monitor the implementation of the RCPCA, the Kobo Toolbox was also rolled-out platform which is a government-led tracking system and for which the RCO is providing residual technical support. The maintaining of these platforms requires close collaboration among all UN entities working in the Central African Republic.

To achieve this end, the Resident Coordination Office in the Central African Republic which provides organizational, advisory and management support to the Resident Coordinator and the UNCT, as well coordination and facilitation of the UN joint strategic planning, seeks temporary support to strengthen its capacity by recruiting an international consultant to support the roll-out of the 2023-2027 UNSDCF. The international consultant will be responsible for information management (data collection, analysis, reporting), updating and sharing knowledge/lessons learnt on UN-INFO and Kobo Toolbox to improve the optimal use of various platforms. She/he will also support and facilitate the roll-out of the new UNSDCF planning and reporting products (joint workplans, mid/annual reports, UN-INFO KOBO Tool Box, country dashboard…)

Under the overall supervision of the RCO team leader and in close collaboration with the data management and monitoring & evaluation officer the Individual contractor will be more specifically responsible to:

  • Assist with the effective roll-out of UNINFO as results database, with links to data for sustainable development, including the SDG indicators.
  • Maintain and regularly update UN-INFO, and encourage, support, and guide the AFPs in submitting information to be put into the UN-INFO reporting system, including data on projects such as setting markers, alignments with SDGs and financial aspects
  • Collect, analyze, and report data in Kobo Toolbox on a regular basis as well as in IMS as needed
  • Compile information and provide analytical and coordination support in the preparation and implementation of country programming processes and products, specifically the monitoring and reporting of the UN Sustainable Development Cooperation Framework (UNSDCF), its financing frameworks and its joint workplans.
  • Support planning and results reporting/analysis processes – semestrial and annual in coordination with the different UNSDCF governance mechanisms (PMT, results groups, thematic groups, GTSE…)
  • Collect, prepare, and systematically update information material (meeting minutes, fact Sheets, backgrounders, data tables), briefings, and presentations on the situation, in coordination with the Head of RCO
  • Provide effective liaison and promote efficient interaction between UNSDCF Pillar Groups (results groups) and thematic working group(s) in the preparation and implementation of the UNSDCF Joint Work Plans, thereby strengthening the results focus
  • Drafts a concise note summarizing lessons learned from the process

    Qualifications/special skills - Advanced university degree (Masters and equivalent) in development studies, information management, social sciences, international relations or related field is required. A first level degree with additional two years of qualifying experience may be accepted in lieu of advanced degree.

  • A minimum of 4 years’ experience with either the UN and/or NGO in any relevant area of socio-economic development, emergency response, and/or post-conflict contexts, in programme/project implementation, information management, analysis and reporting, knowledge management and/or, archiving and documentation is required.

    Languages Fluency in spoken and written French and English is required
