Information Management Associate

Objective of the programme

The objective of the programme is to deliver WHO Core functions at local level with a particular focus on the Organization’s directing and coordinating role for international health as expressed in the Constitution. The immediate Objective is to develop and sustain WHO as a flexible, learning Organization, enabling it to carry out its mandate more efficiently and effectively.

This individual will support the WHO Cox’s Bazar sub office specifically Health Sector coordination providing technical and operational support emphasizing on information management.

Following are few specific objectives:

Objective 1: Liaise with information management officers of partners in health sectors and working groups, ISCG and other sectors as and when needed - share information as appropriate and identify and gather information from other sector/clusters which can inform sector planning, preparedness response decisions.

Objective 2: Support the design and development and manage the content of databases building on existing ones, spreadsheets and other data tools; understand, document, and ensure the quality of high-value health data for accuracy, consistency and comparability.

Objective 2: Support assessment and needs analysis activities with analysis, critique, feedback and advice along with information products, including the standards for Public Health Information Services.

Purpose of the activity

The Health Sector supports the Government of Bangladesh to collectively prepare for and respond to humanitarian and public health emergencies to improve the health outcomes of affected populations through timely, predictable, appropriate and effective coordinated health action. The information management function of the Health Sector is key to achieving the stated objectives.

Description of duties:

Under the overall guidance of Head of Sub-office, CXB, BAN and the direct supervision of the Health Sector Coordinator, the incumbent performs the following duties:

  1. Aggregate and maintain inter-country information from WHO and partners including contact lists, performance monitoring, health indicator data, health situation data, health response data
  2. Support the coordination team in inter-agency initiatives, particularly with ISCG, related to information management, seeking to improve information sharing between institutions, to strengthen access to information from other organizations and sectors, and to contribute to inter-sectoral dashboards and reports.
  3. Institutionalize data review mechanism with working groups in the health sector.
  4. Support capacity development initiatives from the Ministry of Health(MoH) and other stakeholders at both National and sub national levels, for the generation, compilation, analysis, use and interpretation of health-related data for evidence-based policy and decision making.
  5. Managing and maintaining an up to date health facility registry completed with facility unique IDs and key facility attributes for mapping purposes, linking with EWARS and DHIS 2 focal point.
  6. Support the coordinator in developing sector strategic plans, assist in coordinating with ISCG and other stakeholders for JRP midterm reviews, multi sector need assessments, minimum service package etc.
  7. Assist the coordinator in timely developing the flash appeals and other resource mobilization
  8. Perform basic geographic analysis for maps and other reports. Present data using PowerPoint and other tool aids. Maintain the database/ mapping related to health facilities in the refugee communities and affected host populations
  9. Support the timely and high-quality collection, analyses, production and dissemination of data/information.
  10. Participate in intersectoral information management meetings including DHIS 2 data review meetings to support existing DHIS 2 platform.
  11. In consultation with the information management lead design field epidemiological surveys if/where needed, such as mortality and vaccination coverage surveys when required
  12. Consolidate 4W (Who is doing What, Where and When) reporting and dissemination using various platforms.
  13. Contribute and maintain information flow between Cox’s Bazar and field (Camp) levels.
  14. Ensure that Cox’s Bazar’s google drive repository is up to date. Maintain up to date health page on humanitarian info.
  15. Provide technical assistance to Civil Surgeon Office to run public health emergency operation center(HEOC) when required.
  16. Support health sector coordinator with coordination meetings including taking minutes; preparing agendas etc.
  17. Coordinate with health coordinators from partner agencies and with field coordination team (Upazila and camp level).
  18. Perform any other related duties, as required by the functional supervisor.

Required Qualifications:

Education:

Essential: Four years’ Bachelor Degree in information technology, computer science, statistics or related field from a recognized university.

Desirable: Certificate or equivalent professional training, self-study or work experience in information management in health or related fields.

Experience:

Essential: At least two years of experience in Information Management, preferably with international organizations/national organizations;

Desirable:

  • Experience in UN agency, International Organization, and NGOs etc.
  • Working experience in Cox’s Bazar district and/or knowledge on information management of the FDMNs/Rohingya refugees will be a plus;
