OBJECTIVES OF THE PROGRAMME

The Department of Administration and Finance provides region-wide support on the full range of administrative, financial, Information Technology, personnel, and procurement matters.

The Information Technology and Communications unit provides oversight and support to Regional and Country Offices in the region on the effective management of ICT services, including assessment of needs, planning, implementation, monitoring, and evaluation. To formulate and maintain security and quality assurance policies, procedures and standards, as well as strategies and workplans for ICT and to ensure that all staff members in the region have timely and reliable access to information systems. The ICT unit also provides advice and support to member states in regards to ICT aspects of their national health programmes.

DESCRIPTION OF DUTIES

Under the direct supervision of the Director, Administration and Finance (DAF), the incumbent will:

1-Exercise overall management responsibility of the Information and Communications Technology (lCT) function in the region:

-Coordinate and oversee IT management plans and related budgets for the Regional and Country Offices.

-Support the implementation of regional and global ICT systems and services and to ensure availability of sustainable support for these systems and services within the region.

-Support Regional and Country Offices information technology needs through seamless integration of WHO's standard IT systems with specific local office requirements. Identify IT needs not addressed within existing services and initiatives and introduce appropriate solutions.

-Plan, facilitate and evaluate the work of ICT staff within SEAR, provide orientation and ensure a motivating work environment and effective team work.

-Ensure cost effective implementation and operations of IT systems in the region, through continuous cost analysis and revision of contractual arrangements for IT services and support.

-Monitor and evaluate level of IT services at the Regional and Country Offices on a continuous basis, recommend and implement effective measures to improve services not meeting acceptable levels.

2-Ensure highest levels of Information Security and a reliable IT Infrastructure:

-Implement effective monitoring systems for all components of the IT infrastructure with standard incident and alarm management processes

-Ensure appropriate computing and telecommunications facilities are available in all SEA offices and meet technical and business units' needs.

-Oversee the development and proper installation of all software and hardware components of IT infrastructure in all SEA offices, in accordance with the Global and Regional IT standards, policies and procedures

-Provide technical and managerial support in ensuring all IT infrastructure components, networks and connectivity services are secure in accordance with global security standards and policies, and that IT security measures, firewalls, antivirus infrastructure, access controls, are effectively in place, updated and maintained on an on-going basis.

-Ensure IT security monitoring and escalations procedures/processes are in place in all locations and that the regional information security is reviewed and tests on a regular basis.

3-Provide technical support by ensuring adequate ICT capacity is achieved and maintained in SEA offices:

-Develop strategy and execute plan to build and maintain effective IT support capacity in all SEA Country Offices to ensure reliable support and to meet the business continuity needs of offices.

-Identify and evaluate on a continuous basis possible support modalities and arrangements to achieve cost effective and reliable support, including use of outsourced services or IT resources from other UN agencies.

-Ensure that IT staff in the region have the knowledge and skills to fulfil their work requirements, and that training is planned and conducted to fill identified gaps.

-In collaboration with SDL, develop an IT learning curriculum to ensure staff members in all offices have the IT skills required to perform their assigned duties.

4-Provide technical support in ensuring compliance of all offices in the region with regional and global lCT standards, polices and guidelines:

-Support in maintaining an up to date inventory of all IT systems, software and hardware components in use in SEA offices and ensure all used components are licensed and in accordance with WHO's IT standards, policies and guidelines.

-Conduct regular reviews of IT systems in Country Offices, identify level of compliance with established standards and procedures and provide instructions to achieve full compliance of IT systems and processes in offices.

-Conduct regular IT security audits in regional and country offices and ensure adherence to the organization's IT and information security policies and procedures.

5-Provide support in coordinating with SEARO units, Country Offices, HQ's, and other Regional Offices as well as partners outside WHO:

-Coordinate and facilitate the sharing of effective IT activities, practices and services with national health partners and other UN agencies.

-Coordinate and facilitate the planning and implementation of common IT systems within context of UNDAF and "Deliver as One" initiatives in SEA Country Offices.

-Represent the region at technical meetings in the area of information and communications technology.

6-Perform any other related duties, as required.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced University degree (or equivalent) in computer sciences/ engineering, Telecommunications, electronics or other relevant discipline, with specialized training in various IT technical and management areas.

Experience

Essential: At least 7 years of responsible professional experience, in ICT management, implementing complex IT systems and services, systems development, IT infrastructure administration and IT security, including three years of experience obtained in an international context.

Desirable: Experience with computer networks, computer architecture development, telecommunication systems, database management systems and major programming languages. Broad experience in WHO or the UN system. Experience of developing countries.

Skills

Demonstrated managerial and supervisory skills. Extensive knowledge of the principles, theories, practices and techniques for managing the activities relating to planning, managing and implementing IT systems and services. Knowledge across multiple technical areas such as IT administration, systems analysis/ development methods, databases, IT infrastructure management, IT security and business process analysis. Ability to plan and coordinate a wide variety of activities across multiple ICT areas. Good inter-personal skills, staff management, motivation and conflict resolution skills.

Other Skills (e.g. IT): Project management (PRINC2), ITIL and systems development life cycle (SDLC).

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2,016 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
