Org. Setting and Reporting This position is located within the United Nations Assistance Mission for Iraq (UNAMI) in Baghdad. The Information Analyst/Political Affairs Officer acts as the head of the Analysis Team in the Office of Political Affairs and Analysis and reports directly to the Director of the Office of Political Affairs and Analysis (OPAA).

The United Nations Assistance Mission for Iraq (UNAMI) is a political mission established by the 2003 UN Security Council Resolution 1500 at the request of the Government of Iraq. UNAMI is mandated to advise and assist the Government and people of Iraq on a number of fronts. This includes advancing inclusive, political dialogue and national reconciliation, assisting in the electoral process and in the planning for a national census, facilitating regional dialogue between Iraq and its neighbours, and promoting the protection of human rights and judicial and legal reform.

Responsibilities Under the direct supervision of the Director of the office of Political Affairs and Analysis, the incumbent will be responsible for the following duties: Review and monitor activities in the country and the region; Stay abreast of developments and assess trends which might affect the situation and the impact of intra-regional issues; Recommend solutions/possible action by UNAMI; Identify gaps and priorities for analysis; Task and analyze political, security, conflict, economic, energy and humanitarian related events with a view to provide early warning advise Mission leadership; Identify and provide analytical reports and papers on sensitive and high profile matters of concern to UNAMI; Coordinate thematic task forces; Draft notes, background papers, talking points, speeches and other correspondence for senior UN officials; Act as focal point for collection and analyses of information on thematic issues of assignment; Arrange and participate in negotiations, field visits and fact-finding missions as necessary; Meet and coordinate regularly with operational teams including UN Mission and UNCT staff, national officials as well as Military and Civilian Police officers to plan and review activities; Provide up-to-date information to senior officials regarding Analysis Unit substantive and thematic matters and country or regional issues and make recommendations on actions to take; Maintain contacts with other sectors of the UN, UN Agencies, government counterparts, international governmental and non-governmental organizations and local civil society organizations to broaden Analysis Unit’s information base; Coordinate and brief representatives with UN entities on policy matters; Brief representatives and provide suggestions and recommendations; Participate in conferences, seminars roundtables and academic events related to assigned area of expertise; Manage and supervise a team of international and national economic analysis officers; Support JAU recruitment and consolidation of the Unit; Carry out administrative functions relating to staff management, planning and budget; Draft JAU work-plans and support its implementation; Perform other related duties as required.

Competencies Professionalism: Excellent analytical, drafting and briefing skills. Strong ability to analyse complex political, military, paramilitary, terrorist activities, or activities of related groups, in relation to war crimes, crimes against humanity, and genocide, including sexual and gender-based violence crimes. Strong knowledge of the activities of ISIL (Da’esh) in Iraq; Ability to employ sound professional analytical experience to facilitate the production of high quality work from the team. Knowledge and understanding of theories, concepts and approaches relevant to criminal investigations and prosecutions; Familiarity with and experience in the use of various research methodologies and sources, including digital sources; Ability to work in a high-tech environment. Shows pride in work and in achievements, is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is meticulous and pays attention to detail; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education Advanced university Degree (Masters Degree or equivalent) in Political Science, International Relations, Foreign Affairs, Management, Law, Economics or related field. A first level university degree with a relevant combination academic/professional qualifications and two additional years of experience may be taken into consideration in lieu of the advanced degree.

Work Experience A minimum of seven years of progressively responsible experience in information analysis, political affairs, political economy, international affairs, conflict resolution, development, disarmament or related area is required.

Experience in political outreach, facilitation, advice, coordination, project management, analysis, and reporting on issues relating to Iraq and the Middle East is required.

Experience working on/in Iraq and/or the Middle East region is required.

Experience in managing performance within the United Nations system is highly desirable.

Previous experience working in a UN Special Political Missions, Peacekeeping Operations, or other UN field operation in a conflict or post-conflict setting is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; Knowledge of the Arabic Language is an advantage.
