OBJECTIVES OF THE PROGRAMME

To enhance the capacity of Member States to use relevant data and evidence in health sector management processes and decision-making, through the development and application of health management and biomedical information systems and technology, strengthening national health research systems and effective use of information and communication technologies.

DESCRIPTION OF DUTIES

Under the general supervision of the Coordinator, HII, and the technical guidance of the Technical Officer, HII, the incumbent performs the following functions in accordance with the Regional Office's core responsibilities for monitoring health situations and trends:

1. Oversee updating of regional data platform project plans and procedures and conduct day-to-day task management of the platform operations, maintenance and enhancements and manage changes and risks of the platform activities and timelines toward future version releases.

2. Direct the development and evaluation of the data platform integrated database and contents, web features and functionalities, monitor and resolve platform system performance and user interface issues.

3. Collaborate with the Regional Office technical units and WHO country office staff as needed for the development of strategies and materials and in the conduct of capacity-building activities in the Regional Office on the use of the data platform tools and other solutions.

4. Assess, recommend, develop, test and deploy IT tools, solutions and standards to facilitate more efficient data compilation, validation, integration, sharing, and exchange.

5. Lead the collaboration between HII and the Regional Office technical units for the development and application of standards, IT tools and solutions for data integration sharing and exchange.

6. Provide assistance in the development of dashboards and integrate data analytic products into regional data platform website.

7. Provide technical assistance in rolling-out the data platform tools and solutions to Western Pacific Region country offices and Member States.

8. Manage related HII and Western Pacific Region website contents, features and functionalities.

9. Provide technical assistance to HII team in the use of eHealth applications to strengthen health systems.

10. Perform other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: Equivalent to graduation from secondary school with advanced formal training in project management and information technology and its applications. Desirable: University degree in computer science or statistics. Professional certification in project management. University degree or coursework in public health informatics.

Experience

Essential: Minimum ten years of relevant project management, system/programme maintenance, web and API development, and IT work experience using PHP, MySQL, XML, JSON, CSS, JavaScript, JavaScript libraries, and all things web. Desirable: Experience on MS Project Management, SharePoint, Trello, Python, R or Stata, Tableau.Drupal/DKAN development and DHIS2 experience is an advantage.

Skills

Knowledge and skills in IT project management, software testing and software quality management using Microsoft Project, SharePoint and bug/issue tracking software such as Trello.

Knowledge and advanced skill in design, code development, and support using open source software such as PHP and MySQL for back-end web applications and application program interface development; proficiency/advanced skill in developing front-end web application (data visualization) using JavaScript and the latest JavaScript libraries/framework.Knowledge of ETL processes, technical and logical database design process, data modelling and data-mart design.

Good communications and writing skills; highly motivated and results-oriented.

Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at PHP 825,492 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
