Background of the project

Inclusive education (IE) has long been an under-emphasized, but crucial, component of education in emergencies (EiE) response efforts. The Inter-agency Network for Education in Emergencies (INEE) plans to develop a technical note on Inclusive Distance Education. Towards reaching this goal, INEE is hiring a consultant to develop the Technical Note on Inclusive Distance Education.

INEE is a global network of over 18,000 individual members, affiliated with more than 4,000 organizations from 190 countries with representatives from UN agencies, International and National NGOs, donors, governments, universities, schools, and affected populations working together to ensure all persons the right to quality education in emergencies (EiE) and post-crisis recovery.

The INEE Inclusive Education Task Team (IETT) aims to promote the key principles, behaviors, and actions necessary for ensuring that all excluded and marginalized people (whether on the grounds of disability, ethnicity, gender, language, poverty, etc.) are included in education in emergencies. IETT has a specific focus on disability, acknowledging that children, young people, and adults with disabilities are often the most excluded from education during periods of crisis and emergency, and that the barriers to participation in learning for people with disabilities are often perceived to be the most challenging during emergencies.

Scope of Work:

INEE is seeking a consultant with extensive technical experience related to inclusive education and distance education to develop a technical note on inclusive distance education. Experience writing Technical and Guidance resources is preferred.

This technical note is supposed to gather emerging lessons learned with regards to distance education of children and youth with disabilities specifically during COVID-19, and outlines some key actions, considerations, and resources. Emerging lessons are derived from four main sources: an online literature review, EiE project documentation, consultations with Education in Emergencies (EiE) practitioners and consultations with children and youth with disabilities living in conflict affected contexts. The content of the Inclusive Distance Education Technical Note should reflect input from a range of INEE members, specifically members of the IETT and INEE Distance Education Reference Group (DERG).

The Technical Note will support EiE practitioners who are designing, implementing, and monitoring distance education programs in crisis contexts. It should provide a structure to examine and consider different inclusive actions and approaches. While it is intended for crisis and conflict-affected contexts that were fragile and/or crisis-affected prior to COVID-19, it should have wider application for other contexts given the global nature of pandemics.

This technical note needs to be aligned with the INEE Minimum Standards and intends to supplement INEE’s Technical Note on Education During Covid-19.

Deliverables:

● Work plan and the timeline for deliverables.

● Outline of the Technical Note including guiding questions based on the revision of INEE’s resource collection and EiE sector’s overall work to date around COVID-19 response and distance education/online learning of children and youth with disabilities.

● Technical Note that:

o is structured according to INEE resource protocol that would include:

▪ 3 short case studies, each to illustrate the approach(es) implementers have used to support learners with various types of disability and/or their teachers throughout Covid-19,

▪ lists of resources to support the implementation of the technical note.

● Draft of Technical Note for INEE Secretariat and INEE Network Space member review.

● Compile feedback from INEE Secretariat, INEE Network Spaces members, and copy-editors, and finalize the Technical Note.

Requirements:

● An advanced university degree or equivalent professional experience in inclusive education or special education.

● Strong theoretical and practical background in the field of education in humanitarian contexts.

● Strong technical knowledge and field experience in IE &/or special education, particularly in developing, fragile, crises or emergency contexts.

● Strong knowledge of the different models of disability.

● At least 7 to 10 years of experience working in Inclusive Education (IE) in emergencies or developing countries, including a demonstrated experience in online and/or blended learning.

● Demonstrated experience in conducting research projects in education.

● Preference for candidates with experience writing Technical and/or Guidance Notes.

● Preference for candidates with experience utilizing INEE Minimum Standards in their work.

● Excellent communication skills, both verbal and written in English.

● Excellent organizational skills, with the ability to independently track and follow-up on various tasks.

● Excellent interpersonal skills, with the ability to successfully manage consultation and feedback processes and interact with a variety of people.

● Preference for candidates with additional fluency in INEE languages - Arabic, French, Spanish, and/or Portuguese.

Key Working Relationships:

The consultant’s work will be developed in close collaboration with INEE’s Inclusive Education Coordinator and INEE’s IETT Co-Chairs and members. The work will also be done with the contribution of INEE Secretariat members and existing INEE member bodies and colleagues in other sectors whose work touches IE and Distance Education.
