Background of the project

INEE is a global network of over 18,000 individual members, affiliated with more than 4,000 organizations from 190 countries with representatives from UN agencies, International and National NGOs, donors, governments, universities, schools, and affected populations working together to ensure all persons the right to quality education in emergencies (EiE) and post-crisis recovery.

The INEE Inclusive Education Working Group (IEWG) aims to promote the key principles, behaviors, and actions necessary for ensuring that all excluded and marginalized people (whether on the grounds of disability, ethnicity, gender, language, poverty, etc.) are included in education in emergencies. IEWG has a specific focus on disability, acknowledging that children, young people, and adults with disabilities are often the most excluded from education during periods of crisis and emergency, and that the barriers to participation in learning for people with disabilities are often perceived to be the most challenging during emergencies.

Inclusive education (IE) has long been an under-emphasized, but crucial, component of education in emergencies (EiE) response efforts. Education inequalities, child protection risk and adverse outcomes have been amplified as a result of school closures in humanitarian contexts during the COVID-19 pandemic. Therefore, the Inter-agency Network for Education in Emergencies (INEE) plans to develop a Toolkit on Inclusive Distance Education. Towards reaching this goal, INEE is hiring a consultant.

Scope of Work:

INEE is seeking a consultant with extensive technical experience related to inclusive education and distance education to develop a Toolkit on Inclusive Distance Education. Experience working in humanitarian settings is preferred.

This Toolkit pulls together resources on Inclusive Distance Education from across the education, humanitarian, and development sectors and presents them in clear, concise lists. The Resources should support the design, implementation and evaluation of inclusive distance education and will incorporate best practices and guidance across the humanitarian-development nexus with an explicit focus on reaching and addressing the needs of learners who may be implicitly or explicitly excluded or unable to participate in standard distance learning.

The content of the Inclusive Distance Education Toolkit will be guided by and reflect priorities and key issues identified through a Desk Review. These priorities and issues will be confirmed by members of INEE Inclusive Education Working Group (IEWG) and INEE Distance Education Working Group (DEWG). While it is intended for contexts that were crisis and/or conflict-affected prior to COVID-19, it should have wider application for other contexts given the global nature of pandemics and other crises.

This Toolkit needs to be aligned with the INEE Minimum Standards using the PSS and SEL Distance Education Resources for Teachers’ template and intends to supplement INEE’s Technical Note on Education During Covid-19 and the Background Paper on Distance Education in Emergencies.

Deliverables:

● Workplan and timeline for deliverables, including:

o Review of INEE Member Survey on Inclusive Distance Education needs

o Draft Priorities and Key issues identified in the Desk Review shared by IE coordinator

o Finalize a Desk Review (building on draft prepared prior to consultancy by the IE Coordinator with inputs from IEWG)

o Outline of Toolkit

o Drafting of the Toolkit and review process for INEE Secretariat, and IEWG and DEWG members

● Desk Review:

o Collaborate with the IE Coordinator to finalize a Desk Review from which Toolkit priorities and key issues would be identified. Desk Review is going to be around COVID-19 response and distance education/online learning of vulnerable children and young people who are at risk of being excluded from protective learning opportunities

● Toolkit:

o Incorporation of feedback from INEE Secretariat, INEE Network Spaces members, and copy-editors

o Final Draft of Toolkit submitted to IE Coordinator

Qualifications

Requirements:

● Expertise in learner-centered distance education/ distance learning in EiE

● At least 5 years of experience working in Inclusive Education (IE) in emergencies, including a demonstrated experience in online and/or blended learning.

● Strong knowledge of intersectionality.

● An advanced university degree or equivalent professional experience in inclusive education or special education.

● Proficiency in or access to multiple INEE working languages (Arabic, English, French, Portuguese, Spanish) in order to access and analyze Inclusive Distance Education tools and resources from multiple cultures and contexts

● We particularly welcome applicants who can offer a holistic and multi-linguistic/cultural approach to this work

● Preference for candidates with experience utilizing INEE Minimum Standards in their work.

● Excellent communication skills, both verbal and written in English.

● Excellent organizational skills, with the ability to independently track and follow-up on various tasks.

● Excellent interpersonal skills, with the ability to successfully manage consultation and feedback processes and interact with a variety of people.

Payment Rate and Schedule:

● Application must include a proposed daily rate in USD.
