The MSNP Governance Compliance consultant will provide technical assistance to the Local Level Coordination Section, Federal Affairs Division of Ministry of Federal Affairs and General Administration to provide intensive support to ensure effective evidence-based programme planning, implementation and timely reporting of MSNP-II progress to the National Nutrition and Food Security Secretariat (NNFSS).

Specific Tasks:

The major tasks for this assignment includes:

    • Support the development of a national MSNP scale up roadmap taking into consideration the COVID-19 context
    • Support the development of MSNP-II review standards and templates for use in 59-MSNP districts (first year) in collaboration with MSNP Volunteers and local government representatives
    • Support leveraging of resources for implementation of the complete package of MSNP in 589 out of 753 local governments
    • Provide technical assistance to MoFAGA to develop dashboard and fact sheets formats for use at local government level
    • Support the local government capacity development activities and processes for MSNP Implementation
    • Support orientation and capacity building trainings to steering committees at province and local government levels and of local government authorities and officials.
    • Support integrated planning, implementation support, monitoring, review and mainstreaming of MSNP through integrated AWPB
    • Support training activities for local government and provincial officials to effectively coordinate among different sectors
    • Prepare standard of procedure (SoP) and support local governments to prepare periodic planning with budget allocation for MSNP
    • Support and collaborate with NPC to revise or update the MSNP advocacy and communication strategy by coordinating with sector ministries and nutrition and food security stakeholders.
    • Support to improve information management system (Web Based Reporting System) in local governments where MSNP is implemented and in those local governments targeted for scale up.
    • Support MoFAGA to complete regular reporting of MSNP implementation status and progress
    • Support regular MSNP review meetings by MoFAGA, provincial government and local government to review MSNP implementation at these levels
    • Support coordination with MSNP line ministries and provincial governments for reporting on indicators for the proposed Budget support from European Union for implementation of MSNP II.
    • Support to MoFAGA and other line ministries to prepare AWPB for FY 2021/2022
    • Support to prepare social accountability tools and implement in selected local governments
    • Provide technical support to facilitating coordination among the different sectors under MSNP.
    • Provide technical support to provincial MSNP Coordinators as and when required

Duration of the Assignment:

The total duration of this assignment is for 11.5 months tentatively starting from 01 October 2020.

15 September 2021 Travel to field to different provinces will be required under this assignment.

The consultant will be based in the office of Ministry of Federal Affairs and General Administration in Singhadurbar with frequent visits to NCO UNICEF, Nutrition Section for meetings and reporting.

To qualify as an advocate for every child you will have…

  • Education: Advanced University Degree in any Social Science, Management, Nutrition, Public Health, and or any other relevant field

    Work Experience: At least 5 years of experience working in similar roles supporting multisector coordination, social mobilization, or governance for nutrition related projects with the Ministry or any government institutions under multilateral /bilateral funded projects or programmes. Previous experience working at national government level supporting local government capacity development an asset. Experience developing annual workplans and budgets is considered essential. Previous work experience with UNICEF or UNICEF supported project or MoFAGA and other ministries in governance sectors is preferred.

    Special skills and/or knowledge required: In-depth knowledge of the Multi Sector Nutrition Plan (MSNP) and how it is operationalized at local government level. Knowledge of the Government of Nepal’s planning and budgeting process is preferred.

    Language Proficiency / Computer Skills

    Proficient in speaking/ writing in English and Nepali

    Good computer skill in Excel, Word, PowerPoint,

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
