How can you make a difference?

The Regional Health Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to provide project management for the Regional Office coordination of immunization portfolio including COVID-19 vaccine deployment, across the teams in the regional office as well as with the Country Offices.

The consultant and under the overall guidance of Regional Health/HIV advisor and day to day supervision of the Regional Health Specialist will provide project managerial support to the Regional Office Health team to coordinate between the teams in the Regional Office, Headquarters and with the Country Offices, particularly for those involved in immunization and COVID-19 vaccine deployment and health systems strengthening.

Work Assignment:

The consultant will work closely at the regional level with UNICEF Regional Office, HQ and with Country Office counterparts, and where necessary, with UNICEF ROSA and WHO SEARO and WPRO regional offices to provide project management function:

Workplan development, planning and project management

  • Develop and update the immunization team’s workplan as part of the Health team’s workplan.
  • Develop and update the Regional Office (CEROGI group) workplan and stakeholders for each activity for the COVID-19 vaccine deployment rollout.

  • Review and summarise documentation relevant to

  • immunization activities in countries and in particular for COs
  • COVID-19 Vaccine deployment

  • Report on issues identified to ensure timely resolution by management/stakeholders. Follow up on unresolved issues with relevant parties to ensure resolution.

  • Organize, facilitate and contribute in meetings, working group and to collaborate with inter-agency partners.

  • Lead or contribute to development of regular communication and information materials for COs, to facilitate the synthesis of the immunization status and activities and COVID-19 vaccine rollout among global level, regional and country levels.

Data compilation, analysis and report, dissemination and advocacy

  • Monitor progress of activities for COs and RO, and follow up as necessary on CO reports.
  • Research information and conduct data analyses of immunization situation in country, in coordination with other relevant teams such as T4D, Logistic Information Management Consultants, COs, and HQ.
  • Develop succinct situational reports on immunization, health systems strengthening activities and COVID-19 vaccine introduction on a biweekly or monthly basis, as required.
  • Keep minutes, record of meetings, trainings and produce reports for the meetings/ trainings.
  • Disseminate record and relevant documents to participants and update the Sharepoint. Work closely and collaboratively with internal colleagues and partners to collect, analyze and share information on implementation issues.
  • Support updating of relevant UNICEF-related website pages.

  • Support dissemination of data, and other products to maximize the use for advocacy, programming and planning purpose.

  • Research information and serial analyses of financial and technical readiness and sustainability of countries in the COVID-19 vaccine rollout on financing for COVID-19 vaccines by countries and analyse implications including sustainability for countries.

Capacity development and country support

  • Act as training focal point for UNICEF EAPRO for any capacity development activities such as trainings, webinars, including organizing, inviting, and material development for the activities. This may include coordination internally and externally, i.e. other UNICEF, WHO SEARO and/or WHO-WPRO as needed.
  • Support the development of training materials (and presentations), and provide technical support as applicable.

Knowledge management

  • Contribute to identifying, capturing, synthesizing, and sharing lessons learned for knowledge development and capacity development of stakeholders.
  • Any other function supporting the health team as agreed with the supervisor.

Work Schedule: Full-time assignment

End Product(s):

The consultant will work closely with UNICEF RO, UNICEF COs, HQ and other partners to achieve the following deliverables:

  • Updated, Cohesive health team and RO’s workplan for immunization, health systems strengthening and COVID-19 vaccine rollout, in the context of other workplans.
  • Regular situational reports of countries’ immunization progress and COVID-19 vaccine rollouts, based on review of documents and discussions with COs.
  • Minutes and record of meetings, trainings and reports, disseminated to participants.
  • Updated health SharePoint on immunization, COVID-19 SharePoint, and other relevant platforms.
  • Training/webinar materials including presentations assembled in time for smooth running of webinars, trainings.
  • Serial analyses of financial and technical readiness and sustainability of countries in the COVID-19 vaccine rollout.
  • Timely reporting by COs on activities for donors.
  • Other deliverables as agreed with the supervisor.

Duration of Contract: 11.5 months during January 2022- December 2022

Working Location and Official Travel:

The consultant will work from the Regional Office in Bangkok, teleworking arrangement is an option.

To qualify as an advocate for every child you will have…

  • Advance University degree in Public Health, project management or related field.
  • Five or more years of professional working experience in project management with international/UN organization.
  • Working experience in public health/immunization/primary health care, desirable.
  • High ability to use excel spread sheets, produce visual graphs and use of SharePoint.
  • Experience in the EAP region.
  • Experience in managing projects related to COVID-19 vaccine introduction.
  • Experience in financial analysis desirable.
  • Strong communication skills a must.
  • Thai Nationals.
  • Writing and speaking fluency in English language.
  • Ability to work independently and to meet deadlines.
  • Ability to write clear and concise reports in English a must.
  • Demonstrated ability to effectively work and communicate in a multicultural environment a must.
