How can you make a difference?

The Regional ICT & Digital Innovation Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to provide product and community management support to Inform. The Consultant will work in close coordination with the Regional Data Specialist, the Regional Planning Section and be supervised by the Regional Technology for Development (T4D) Business Analyst. The purpose of this assignment is to establish enterprise support to InForm and relevant data tools used by field-based programmatic experts, planning specialists, partnership managers, and implementing partners around the world, within the platform.

Work Assignment:

Description of the Assignment:

The Consultant will provide leadership in managing InForm’s rollout, uptake, scaling, development, and knowledge management activities. (S)He will assist with the planning and coordination of related activities, liaise with the technology provider and other partners, and provide global support to client offices.

The consultant’s duties will include:

  • Support the InForm common data platform deployment and scale-up
  • Provide product management
  • Provide knowledge management and community management
  • Expert advice and Support.

Support platform deployment and scale-up

  • Work with Planning, Monitoring and Evaluation (PME), Technology for Development (T4D) and other stakeholders to collect, review, reorganize, and update product guidance documents, standard operating procedures (SOPs), templates/tools, etc to support and accelerate the uptake of InForm.
  • Serve as liaison point between the technology vendor and ICTD to ensure the technology and data architecture is secure, stable, and up-to-date with the evolutions of the product.
  • Ensure Headquarters (HQ) and Regional Office (RO) focal points are regularly informed and consulted on both new and ongoing initiatives, upgrades, etc.
  • Provide admin support to the platform, including assigning relevant permissions and managing sign-ups. Authorize software maintenance and enhancement tasks for InForm.

Product management

  • Work with regional T4D specialists to establish processes and tools for Country Office (CO) demand tracking, with focus on InForm-related demands for support, platform enhancements, solution architecture, and software customization.
  • Work with RO, CO, and HQ colleagues to develop and deploy data management and visualization tools based on the Common Data Platform.
  • Coordinate InForm’s global demand management processes, including regular release planning with vendor community and UNICEF stakeholders.
  • Proactively gather requirements for platform improvements, as well as bugs and issues, consolidating them into prioritized themes and patterns to be shared with the vendor. Maintain a backlog of feature requests to the vendor.
  • Organize, attend, and lead regular calls with the technology vendor, and work to influence the roadmap in a way that will benefit UNICEF client offices.
  • Analyze the impact of InForm and user adoption & satisfaction by defining and tracking key metrics.
  • Knowledge and community management
  • Enable the creation and management of a community of practice around the use of InForm and relevant technologies, including orienting new users and community members and point them to the people, organizations, and resources that meet their needs, making introductions where necessary.
  • Develop, curate, document, and maintain a shared form library to support corporate use cases while working in collaboration with field teams, as well as the technology vendor.
  • Facilitate the organization of trainings, webinars, and knowledge-sharing initiatives.
  • Organize, share, and participate in events focused on community contribution.
  • Represent InForm in internal and external working groups (e.g., on Digital Public Goods).
  • Develop and implement a program to advance the Common Data Platform community, including researching other open-source communities to determine best practices for community governance, infrastructure, and coordinating ongoing development. Actively promote the community via PR outreach, membership coordination, as well as communications with project partners and donors.

Expert Advice and Support

  • Support regional advisors to architect solutions, provide technical expertise, and advise on configuration or customization activities and software solutions based on InForm.
  • In close collaboration with the vendor, ensure that adequate support is provided to client offices, including reviewing, and overseeing the vendor’s support services.
  • Manage and respond to internal communication and support channels, including emails.
  • Advise on recruitment and/or vendor selection for PME/T4D roles and/or deliverables.

Work Schedule: Work plan and schedule will be agreed upon at the start of the contract by the consultant and contract’s supervisor.

End Product(s):

The Product & Community Manager is expected to support and coordinate the rollout and adoption of InForm, UNICEF’s Common Data Platform across UNICEF’s Country offices. Deliverables include:

  • Development of an InForm platform roadmap, prioritizing and brokering needs from the global field.
  • Development, documentation, update, and management of a shared form library.
  • Oversight of InForm’s infrastructure development, support, and maintenance, including monitoring the cloud subscription (including budget, access, stability, upgrades…).
  • Oversight on the implementation of platform data governance.
  • Support of user community including provision of a “helpdesk” service (End-user requests/incidents triaging and analysis, first line of support to users).
  • Development and implementation of formal InForm training paths for UNICEF staff.
  • Coordinated training needs with LTA partners for effective delivery, in-person or online.
  • Data and analytics events and/or communications campaigns organized in collaboration with InForm’s key technology partner and other partners, highlighting analytics success stories supported by InForm.
  • Establishment of a InForm community of practice in UNICEF, incorporating existing Data networks.

Duration of Contract: 11.5-month full-time throughout the period of 1 November 2021 - 15 October 2022

Working Location and Official Travel:

The consultant will work remotely from his/her premises. Priority will be given to candidates located in a central timezone within 3 hours of GMT/UTC +3. Consultant to use own laptop and other necessary infrastructure/equipment. The Consultant will be under the direct supervision of the Regional T4D Business Analyst and work in close coordination with the PME staff and RO ICT and Digital Innovation Unit. Supervision might shift away from EAPRO to the headquarters Division of Data, Analytics, Planning and Monitoring (DAPM) towards the second half of the consultancy. Travel and extended onsite work in the UNICEF global Digital Center of Excellence (DCoE) based in Nairobi is also a possibility towards the second half of the assignment and will be evaluated as the need arises.

Any required travel and logistics related to this assignment will be discussed with supervisor in advance and agreed upon mutually.

To qualify as an advocate for every child you will have…

Education:

An advanced university degree is required in Business Analysis, ICT Management, Computer Science, Innovation, Digital Development, International Development or another relevant technical field.

A first-level university degree in a relevant field combined with seven years of professional experience may be accepted in lieu of an advanced university degree.

Experience:

  • A minimum of 5 years of progressively responsible work experience in data collection, analysis, and visualization in the social and humanitarian sector.
  • Strong experience working with KoBoToolbox, ONA Data or other ODK based products.
  • Experience designing and supporting data collection, analytics, and visualization projects with Governments and partners
  • Experience with project management and proven ability to translate complex ideas from various areas into unified, clear guidance
  • Experience working with a multidisciplinary team of designers, engineers, programme staff
  • Experience in creating product roadmaps
  • Exposure to UNICEF, UN or other INGO programmatic areas, including (but not limited to) PME, and experience in applying technical solutions to address programmatic issues
  • Knowledge and experience working with Digital Public Goods such as DHIS2, OpenMRS, OpenSRP, iHRIS, OpenHIE, MoTECH, CommCare, RapidPro etc.

Functional Competencies:

  • Product management.

  • Strong knowledge of digital data collection platforms in the social, humanitarian, public, and development sectors.
  • Ability to communicate and engage with experts and stakeholders from different fields, including policymakers, researchers, and civil society.

Language Requirements:

Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
