Result of Service By reviewing the literature review and mapping of best practices, also identifying key stakeholders, the individual contractor will draft needs assessment and strategy for the Peace Impact Hub, establish the hub and draft a plan of key actions for first year of the hub.

Duties and Responsibilities Org. Setting and Reporting Under the leadership of the Deputy Head of DPPA/PBSO and with the active involvement of relevant colleagues from across the Office, the Individual Contractor will assist in the design and establishment of a Peace Impact Hub for DPPA/PBSO. A key component of DPPA/PBSO’s work, the Impact Hub will serve as a generator, articulator, depository, and disseminator of knowledge and lessons, to strengthen peacebuilding measurability, results, and effectiveness. It will also provide input into policy, strategy and thought leadership on peace building, for the UN system, and the wider peacebuilding community.

The Peacebuilding Impact Hub will aim to catalyze deeper understanding, test approaches and disseminate examples on ways to more effectively and systematically assess, document and share the impact of peacebuilding interventions, programmes and activities.

The content generated by the Hub will contribute to designing the most impactful peacebuilding programmes, and will underpin further research, policy, and advocacy efforts for the importance of investing in peacebuilding.

The Peacebuilding Impact Hub will collate and visualize existing data, tools, and approaches that could be used in the work of the Peacebuilding Commission, including on assessing specific peacebuilding needs and progress of countries and regions.

The Peacebuilding Impact Hub will serve as a platform for Member States, Civil Society, the UN system and other actors, to showcase impactful peacebuilding initiatives, including those funded through the Peacebuilding Fund.

The Individual Contractor will work closely with the Chief of the Peacebuilding Strategy and Partnerships branch (PSPB), where the Hub will be situated, and with the PBF M & E specialist, reporting directly to and under the overall guidance of the Deputy Head of DPPA/PBSO. In addition to the staff of PSPB, the Individual Contractor will work in collaboration with both the Financing for Peacebuilding branch, and the Peacebuilding Commission support branch, as well as with all relevant units within the Peace and Security Pillar.

Responsibilities/Main tasks

1. Conduct an initial literature review, desk review/mapping of existing best practices and initiatives on peacebuilding monitoring, evaluation and learning literature, also identifying key stakeholders or practitioners which could be associated to the Hub. 2. As may be requested by the Deputy Head, lead or participate in consultations with key stakeholders for the refinement of and buy-in into the Hub concept and establishment. 3. Actively support the establishment and operationalization of the Peace Impact Hub. 4. Support PBSO leadership on advocacy and resource mobilization efforts for the Peace Building Hub. 5. Identify key actions for the 1st year of the Peace Impact Hub – including identifying case studies/collaborative exercises, data collection efforts, and additional communication and research objectives. Some examples include but are not limited to: a. Consultations with development partners on further exploring existing tools, methodologies used for the measurement of peace b. Convening meetings to share lessons learned on measurement c. Identifying, in partnership with PBF, countries for investing in measurement d. Conducting, as may be requested by PBF, one PBF project evaluation. e. Any other related tasks that may be assigned by the Deputy Head.

Qualifications/special skills Advanced university degree (PhD or Master's degree with satisfactory publication record or equivalent) in public administration, international relations, political science, economics, law, social sciences or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful candidates have a minimum of 15 years of relevant experience. They have a background in impact measurement tools and approaches, in particular to peacebuilding strongly preferred Experience with the integration of technology solutions in the assessment of peace interventions is an advantage. Experience with project development is preferable as well as a proven ability to mobilize resources. Candidates have a strong interest in the sustaining peace agenda of the UN and are looking to work for the UN, using their private sector expertise, to advance this agenda. Experience in mainstreaming of human rights and gender is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage
