Background

Project Description:

The National Disaster Risk Reduction and Management Plan (NDRRMP) 2011-2028 was developed in fulfillment of the requirement of RA 10121, otherwise known as the “Philippine Disaster Risk Reduction and Management Act of 2010”. It is a roadmap of disaster risk reduction and management (DRRM) that sets out goals and specific objectives for reducing and managing disaster risks and strengthening institutional arrangements and capacity at all levels that will contribute to gender-responsive and rights-based sustainable development.

By law, the Office of Civil Defense (OCD) is tasked to formulate, implement, and monitor the implementation of the NDRRMP and ensure that the physical framework, social, economic, and environmental plans of communities, cities, municipalities, and provinces are consistent with the NDRRMP. Given the absence of a vast and dedicated research arm to lead the review and updating of such plans, the OCD has engaged the services of a Technical Team to facilitate the review and crafting of the revised NDRRM Framework and Plan.

In 2019, the OCD-Policy Development and Planning Service (PDPS) and other member agencies of the National Disaster Risk Reduction and Management Council (NDRRMC), key partners and stakeholders, embarked on the review and updating of the NDRRMF and NDRRMP 2011-2028. Relatedly, desk reviews, national and regional consultations, workshops, thematic cluster meetings, vetting and drafting process were undertaken to obtain and document the progress including the gaps and challenges in the 8-year implementation of the NDRRMP. The extensive consultation and drafting process has resulted in the draft Updated NDRRMP which was supposed to be presented to the Technical Management Group (TMG) and NDRRMC Full Council for approval and adoption last March 2020. However, due to the COVID-19 outbreak, the planned activities relative to its approval and roll-out have been put on hold.

Given these circumstances, it is deemed imperative to review and revisit the outcomes, outputs, activities, and indicators of the draft updated NDRRMF/P that will facilitate transition into the “new normal”, taking into account the lessons learned from the COVID-19 pandemic.

Institutional Arrangement:

The successful candidate for this post will be awarded an Individual Contract with UNDP Philippines. For the duration of the contract, the Consultant shall coordinate with the OCD through the Climate Action Programme Team. The Consultant will not be required to report to the OCD, subject to the predetermined necessity of the service. Reporting is output-based, and all outputs must be submitted to OCD for review. Final outputs of the consultant should be formally accepted by the OCD prior to any payment being made.

Duration of the Work:

A total of 20 person-days (spread from August to September 2020) is estimated for the Consultant to carry out the above-mentioned activities and produce expected outputs.

Duty Station:

The position is primarily home-based. As deemed necessary, the Consultant is expected to participate in meetings with OCD and the Technical Team either remotely or face-to-face.

Scope of Price Proposal and Schedule of Payments:

Interested applicants for the position must submit a financial proposal detailing the costs for the deliverables expressed in an all-inclusive lump-sum amount.

Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the Contractor must be ready to submit proof of insurance valid during the contract duration.

All-inclusive shall mean that all costs (professional fees, transportation cost, communications, consumables, etc.) that could possibly be incurred are already factored into the final amounts submitted in the proposal. The contract price is fixed regardless of the changes in the cost components.

Duties and Responsibilities

• Conduct a thorough review of the latest draft of the updated NDRRMF/P;
• Review relevant policy issuances and documents (e.g. IATF TWG-AFP “We Recover as One” report, latest version of the PDP midterm update, and other emergency and disaster response framework) where the NDRRMF/P must be aligned with;
• Review of health emergency good practices, and lessons learned from the COVID-19 pandemic to identify clear entry points for health emergency and biological hazards;
• Consult with the Department of Health (DOH), relevant member agencies of the NDRRMC, and other experts to amplify the integration of biological hazards;
• Finalize the cross-cutting themes;
• Conduct further data gathering and processing (i.e. desk review, key informant interview, focus group discussion, consultation meeting, and other applicable methodology), as deemed necessary;
• Participate in the vetting meetings and presentations to the NDRRMC TMG and Full Council Meetings, as may be required by OCD; and,
• Finalize the editing and layout of the updated NDRRMF/P.

Applicants who will only receive 70 points from the assessment of the CV will be qualified for the assessment of the Financial Proposal.
