UNICEF in Vientiane, Lao PDR is looking for an Individual Consultant to develop a Policy brief and country-specific report on dietary quality data for survey recently conducted in partnership with Gallup, Harvard University, and GAIN as part of the Global Diet Quality project. The duration of this assignment is 2 months from approximately 1 May - 30 June 2022. Consultant will be based at home and will work closely with UNICEF's Nutrition Section Focal Point via remote/ virtual meetings.

Summary of key functions/accountabilities:

The consultant shall document and analyze the data collected for Lao – PDR under the Global Diet Quality Project implemented by Gallup World poll partners. That includes of

Policy brief: which should clearly articulate recommendations for actions by policy/decision makers to include nutrition in the food system with consideration of elements that influence human behavior, such as external and personal food environments.

Comprehensive Country report: describing the background, methodology, results, discussion and conclusion (including recommendations) - the aim of this report is to provide a good background as how the data was collected, analysed and for a more in depth discussion of the findings and recommendations

Slide deck: briefly outlining the approach taken (methodology) but focusing on the findings and recommendations. This slide deck is intended to be used with the policy brief to disseminate the findings to the key stakeholders as well as be used as part of the key advocacy to the decision makers

Qualifications and Experience

  • Master’s Degree or higher in nutrition, public health, or related fields such as public policy, international development, or similar.

• Demonstrated record of leading the writing of publications/knowledge products on programming in nutrition, health, or other sectors, for advocacy purposes and communication to general audiences.

• Minimum 10 years’ experience in implementing projects in low-income countries, of which minimum 5 should be in implementing nutrition interventions encompassing nutrition-specific health interventions.

• Proven experience with applied qualitative research methodologies in nutrition, public health, or related fields, including delivering technical and policy analyses

• Proven experience in training and/or leading a small research team on qualitative research a bonus

• Demonstrated experience working with international organizations preferred

• Strong analytical and communication skills with excellent written and spoken English

• Excellent time and project management skills.

• Experience of working with UN Agencies, or other donor organizations

Assessment Criteria:

For evaluation and selection method, the Cumulative Analysis Method (weight combined score method) shall be used for this recruitment:

a) Technical Qualification (max. 100 points) weight 70 %

  • Degree Education in ……… (20 points)

    Master’s Degree or higher in nutrition, public health, or related fields such as public policy, international development, or similar.

  • Knowledge of …….. (20 points)

- Demonstrated record of leading the writing of publications/knowledge products on programming in nutrition, health, or other sectors, for advocacy purposes and communication to general audiences.

- Strong analytical and communication skills with excellent written and spoken English

- Excellent time and project management skills.

  • Experience in…….. (40 points)

- Minimum 10 years’ experience in implementing projects in low-income countries, of which minimum 5 should be in implementing nutrition interventions encompassing nutrition-specific health interventions.

- Proven experience with applied qualitative research methodologies in nutrition, public health, or related fields, including delivering technical and policy analyses

- Proven experience in training and/or leading a small research team on qualitative research a bonus

  • Quality of past work (e.g. understanding, methodology) (20 points)

- Demonstrated experience working with international organizations preferred

- Experience of working with UN Agencies, or other donor organizations

b) Financial Proposal (max. 100 points) weight 30 %

  • The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation.
  • Other Financial Proposals will receive points in inverse proportion to the lowest price.

The applicants should provide medical insurance covering medical evacuation for the whole duration of the assignment -as part of the financial proposal submission.

The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.
