What we do

The International Committee of the Red Cross (ICRC) www.icrc.org is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and other situations of violence and to provide them with assistance. The ICRC responds to humanitarian needs worldwide through its network of delegations and as part of the wider International Red Cross and Red Crescent Movement.

In line with its 2019-2024 Institutional Strategy and 2020-2030 Institutional Resource Mobilization Strategy (REM), the ICRC intends to enlarge its donor base notably by further engaging with and securing significant income from new and emergent government donors.

Purpose of the position

At the REM Regional level, this management position is central to the growth of the income stream from Governments by improving and strengthening the value proposition, the narrative, the offering and the posture with Government donors in the Eurasia Region.

This role will establish, develop and lead the Government (GVT) team for Eurasia, with the objective of securing and increase quality funding and resources to cover the organization’s expenditures, enabling its growth and supporting the delivery of ICRC’s mandate. Given the ongoing and sequenced structural changes within the REM Division, as part of the implementation of the strategy for 2030, the reporting line, accountabilities and responsibilities may be subject to change. Throughout various recruitments, the REM division's goal is to identify and retain talent. REM management strives for communication and planning early on to ensure minimal impact on existing and future staff.

Relationships

  • Internally: leads the REM GVT team in a specific Region; interacts in a “networked approach” within the REM Region and the Government Center of Expertise, in addition to colleagues in other Regions, the REM division and the ICRC at large.

  • Externally: interacts with relevant Donor Government counterparts in support of Government Account Managers and with partners in the International Red Cross and Red Crescent Movement.

Main duties and responsibilities part 1

Within the REM Eurasia Region, the Income Stream Coordinator (GVT) holds ultimate accountability for the Region’s growth and the diversification of its Government-sourced income portfolio, working in a matrixial approach with the GVT Center of Expertise.

Managing Vision and Strategy:

  • Develops and leads the implementation of and monitoring of a Government strategy at the regional level in accordance with REM income targets as approved by the GVT Center of Expertise.
  • Provides tactical, high-level, stewardship advice regarding the Region’s “funding for” and “funding in” perspectives.
  • Builds relationships and networks in coherence with other REM colleagues / units

Managing Donor / Partner Experience:

  • Identifies and details strategic market trends (opportunities and challenges) and associated governments’ needs.
  • Develops and maintains the donor / partner strategy and business plan across all channels and for all value propositions within the Region.

Managing Portfolio of Value Propositions:

  • Is accountable for the Region’s portfolio for GVT income (performance and improvements).
  • Develops actionable partnering strategies and propositions.
  • Manages innovative propositions, supports partners and projects, and respective internal investments.
  • Assess value proposition performance.

Main duties and responsibilities part 2

Donor Activation:

  • Creates Market and Competitor insights from all internal and external sources.
  • Develops in-market segmentations of donors, based on objectives and creates enabling strategies.

Managing Fundraising Activities and Communications:

  • Develop Region-specific partnering requirements and enabling strategies for direct channel fundraising.
  • Develops methods and planning for direct fundraising campaigns.

Professional experience & education required

  • Ideally 12 - 15 years’ professional fundraising experience with demonstrable results in driving revenue growth within a major fundraising market.
  • At least 5 years experience at a senior level in planning for strategy, securing and funding from Government or Public sources.
  • Experience of supporting fundraising capacity and market development.
  • University degree or equivalent experience.
  • Fluent command of English. French, Germon or other European languages are an asset.
  • Excellent digital proficiency.

Desired profile and skills

  • In-depth knowledge of and familiarity with cultures and donor practices in the region.
  • Strong financial acumen, monitoring, analytical and reporting skills.
  • Stakeholder and client focused.
  • Good understanding of current humanitarian issues and priorities.
  • Collaborative, characterized by thoughtful action and decision-making, empathy, discretion and tact.
  • Excellent communication skills with good interpersonal and negotiation skills; well-able to explain complex issues to others and present the organization in an engaging and concise manner.
  • Knowledge of the International Red Cross and Red Crescent Movement.
  • Relevant existing professional and personal networks across the relevant region.
