Job Description

Background: The International Rescue Committee (IRC) is recruiting for two Inclusion Advisors to sit within the Technical Excellence pillar of the Crisis Response Recovery and Development department (CRRD). Technical Excellence is comprised of 5 sector specific Technical Units (TUs) supporting our programming areas (Education, Economic Recovery and Development, Governance, Health, and Violence Prevention and Response), other teams that are part of Technical Excellence include the Measurement Unit, Grants, Operation & Analytics Team and Program Quality Support Unit.

These new Inclusion Advisors will join IRC’s existing Inclusion Advisor to support these 5 TU's to promote and deliver more inclusive programming rooted in a strong analysis of context, power, gender and how intersecting systemic inequalities may result in discrimination, oppression and exclusion for particular groups of people.

Job Overview/Summary: --------------------------

As the Inclusion Advisor you will support CRRD colleagues and TU's to deliver more inclusive and transformative programs that empower women, girls, and marginalized groups.

Supported by the Snr Advisor Gender Equality Diversity and Inclusion (GEDI) and Snr Leaders within their assigned Technical Units the post holder will:

- Advance sector-specific programming strategies and approaches that promote the inclusion and empowerment of people impacted by systemic inequalities based on but not limited to: Gender identities, disabilities, age, race, disabilities Sexual orientation and gender expression and other contextually relevant forms of marginalization - Support the design of interventions that empower women and girls and other identified marginalized groups affected by intersecting inequalities - Support learning and knowledge management on inclusive programming.

Major Responsibilities: ----------------------------

Advance sector-specific programming strategies and approaches that promote the inclusion of people, impacted by systemic inequalities

- Alongside existing IRC’s Inclusion Advisor, work with relevant Technical Units leaders to identify the priority areas for support and practical opportunities to advance inclusive and transformative programming; - Review and develop programming strategies with the aim of promoting inclusive approaches; and - Work with TU's leaders to modify existing tools and practices that will enable program teams to use more inclusive approaches.

Design of interventions that promote the empowerment of women and girls and population impacted by systemic inequalities

- Provide surge business development and implementation support as needed by technical teams; - Support the design of new interventions/adaption of existing models in identified priority areas; - Support the identification of and support to women-led and marginalized population organizations to complement the work of the IRC; - Engage with relevant representative local partner agencies to support transformative interventions and ensure two-way learning; - Support analysis of inequalities based on gender and other forms of exclusion that affect our clients; - Support identification of targeted actions that improve inclusion and address gender and other systemic inequalities; and development of associated tools. - Help to ensure that IRC supported services are safe, dignified and accessible

Support learning on inclusive and humanitarian programming --------------------------------------------------------------

- Alongside the GEDI Senior Advisor, collaborate with other Inclusion Advisors, focal points; Technical unit leaders and the Research & Innovation unit to create space for learning and evidence generation - Provide learning and capacity-strengthening on approaches to gender equality and other forms of inequalities that complement DEI ambitions and help to advance the IRC’s Program Quality standards; - Support monitoring and evaluation approaches to capture robust learning in inclusive programs; - Create and support the implementation of training and capacity strengthening for staff - Support knowledge management, and learning on new and promising practice; and - Support Technical Unit external engagements and representation n inclusive and transformative humanitarian programming.

Key Working Relationships: -------------------------------

Direct Reporting: Gender Equality Diversity Inclusion Senior Advisor,

Partnership with: other Inclusion Advisor; Focal Points and Leaders in technical Unit

Collaboration with: Program Quality Support Unit, Measurement Unit, Regional Gender Equality, Diversity and Inclusion Directors

Job Requirements:

Education: Graduate degree in relevant field or equivalent work experience

Work Experience: 5+ years of related experience that includes: ------------------------------------------------------------------

- At least 3 years field experience in humanitarian or development settings - Experience in designing and implementing inclusive programs with transformative objectives in one or more of the following dimensions: Gender, Sexual orientation, gender identity, gender expression, disability, age, race/ethnicity. - Experience in one or more of the following sectors: Education, Economic Recovery & Development, Health, Governance and/or Violence Prevention and Response

Skills and Competencies: -----------------------------

- Experience in developing and implementing tools and framework to support for gender, power, and inclusion analysis and program planning methodologies; - Deep commitment to and knowledge of strategies to adopt intersectional feminist lens to proactively understand and work on transforming power structures and norms, to improve access to resources, voice and agency for women, girls and marginalized group in the different contexts. - Demonstrated experience in research and/or monitoring & evaluation frameworks for transformative interventions; - Experience in developing and administering trainings, ability to communicate technical expertise and standards - Experience interacting and communicating effectively with members of a complex organization at multiple levels; - Ability to work independently and with multi-cultural and multi-disciplinary teams; - Good verbal and written communication skills (i.e. day-to-day discussions, team meetings, presentations, written status updates, etc.), as well as an overall ability to be clear and concise in all communications;

Language Skills: ---------------------

- Excellent spoken and written English - Desirable: Proficiency in at least one other language spoken in the IRC regions (French, Arabic, Spanish, Swahili, etc.)

Working Environment -

- Combination of standard office working environment and working remotely (i.e., telecommuting). - Some travel as needed/able up to 25%
