The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organisation with 60 years of experience in helping to create a safer and more dignified life for people affected by displacement. NRC advocates for the rights of displaced populations and offers assistance through its core competencies (CCs): Camp Management, Education, Livelihoods and Food Security, Information Counselling and Legal Assistance, Shelter, and Water, Sanitation and Hygiene.

Yemen is currently one of the world’s worst humanitarian crises. An estimated 80% of the population is in need of humanitarian assistance and more than 3.6 million people have been forcibly displaced from their homes. The conflict has also had a devastating impact on education: there are now 1.9 million children out of school in Yemen, and a total of 4.1 million school-aged children who require assistance to be able to continue their education.

The main objective of the ICLA Specialist is to provide technical leadership for the development of a highly responsive and focused ICLA core competency strategy to address the needs of children and young people that are either directly or indirectly affected by the conflict. The Specialist also champions proactive integration of ICLA with protection as an enabling intervention for other interventions under core competencies. The Specialist also coordinates with other key staff in mobilizing strategic resources to implement an effective response; and facilitates effective project cycle management. The specialist does not have direct line management responsibility over project implementation therefore, his/her success depends on effective collaboration, creative problem solving and proactive capacity development of relevant staff.

Generic responsibilities

  1. Develop CC (Core Competency) strategy, technical guidance and Macro LFAs
  2. Compliance with and adherence to NRC policies, guidance and procedures
  3. Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
  4. Identify trends technical standards and donor priorities
  5. Follow up on compliance with contractual commitments within CC, ensure high technical quality and synergies in project implementation
  6. Provide technical direction and project implementation support
  7. Ensure that key learning's are extracted from CC implementation, and incorporate them in CC and staff development processes
  8. Provide systematic training and build capacity of technical staff
  9. Represent NRC in relevant forums/clusters, including with national authorities and donors
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

  1. Provide CC specific contextual analysis as input to Country Strategy including Contingency Plan
  2. Develop the ICLA Core Competency Strategy and Macro Log-frame, along with technical standard operating procedures and guidelines. Provide inputs in the integrated ToC
  3. With focus on integrated programming, provide Core competency specific input in design of needs assessments, participate in needs assessments and develop the response strategy in a collaborative manner that seeks to maximize complementarities among Core competencies.
  4. Lead development of needs-based and technically innovative proposals and budgets that succeed to secure donor funding for stand-alone ICLA as well as integrated projects that address the priority needs of populations of interest.
  5. Support preparation of Detailed Implementation plans, monitor project implementation, coordinate preparation of high quality technical reports, and collaborate with grants and finance to ensure timely submission of donor reports.
  6. Technically supervise and support area office program staff to implement funded projects in accordance to technical standards to ensure technical quality. Continuously build the capacity, provide-on-the-job coaching and collaborate with area office programme staff in regards to ICLA programme.
  7. With a view to strengthen program quality and effectiveness and accountability, support area programme managers in determining staffing needs, and collaborate with them in recruitment and performance management.
  8. Collaborate closely with the Protection Advisor and other CC Specialists regarding cluster coordination, relevant government ministries, departments and agencies as well as national NGOs and other fora where NRC’s engagement could add value and vice versa.
  9. Contribute to attainment of higher level country office objectives and implementation of decisions of the country management teams.
  10. Play a leadership role in HLP coordination structure and provide technical support to protection, shelter, CCCM and other cluster and related partners.
  11. Provide leadership and guidance in addressing HLP issues that obscure achievement of durable solutions, including the HLP WG
  12. Support and lead protection cluster technical working groups on legal aid and /or civil documentation to harmonize approaches and agree on minimum standards.
  13. During periods of temporary absence, serve as a temporary cover for the Head of Programme or peers; and also represent NRC at meetings as may be requested from time to time.

Generic professional competencies

  • At least 5 years’ experience in a similar role as a technical specialist or advisor for ICLA programmes in a humanitarian context, preferably in conflict or protracted/complex environment;
  • University degree in and relevant field. Legal studies will be preferred.
  • Proven track record of developing strategy papers, proposals, budgets, and implementation plans for ICLA or similar programmes.
  • Well-developed skills in community engagement and qualitative research
  • Proficiency in English
  • Experience in policy and advocacy;
  • Experience in developing and managing partnerships, especially working through national NGOs and relevant Government Ministries, departments and other agencies, and local authorities

Context specific skills, knowledge and experience

  • Language competencies in Arabic highly advantageous (both written and spoken); English is mandatory
  • Knowledge of the political situation in Yemen and Middle East region;
  • Experience of capacity building and remote management.
  • Experience in community engagement as well as downward accountability processes e.g. complaints and feedback mechanisms
  • Understanding of humanitarian principles
  • Experience of advocacy and relationship building
