  1. Role and responsibilities

The purpose of the ICLA Project Coordinator is to implement delegated ICLA portfolio. The ICLA Project Coordinator will manage the ICLA staff of Officers and Assistants, ensure capacity building and transferring knowledge to the technical team. Under the supervision and guidance of the ICLA Project Manager, ICLA Project Coordinator will also coordinate project activities with the Advocacy Team.

Generic responsibilities

  1. Adherence to NRC policies, guidance, and procedures
  2. Coordinate, manage and implement ICLA projects (activities and project documentation) as delegated by PM in line with proposals, strategies, and donor requirements, and ensure high technical quality of the performance
  3. Contribute to ICLA strategy development, project proposals and provide input on needs and gaps
  4. Provide regular progress and administrative reports to PM
  5. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  6. Promote and share ideas for improvement and necessary changes in the activities
  7. Line management of ICLA project staff ensure capacity building of project staff and transfer key skills
  8. Liaise and collaborate with relevant local authorities and other key stakeholders
  9. Contribute to specific protection risks and needs analyses
  10. Contribute to the design in consultation with the Advocacy Team of protection response to identified risks and needs.

Specific responsibilities

  • Identify locations to be targeted and plan interventions (e.g. info campaigns, mobile visits)
  • Perform visits to targeted locations together with ICLA team from time to time, including to Partners’ locations
  • Monitor, analyse and document issues of concern arising during the casework with beneficiaries
  • Monitor and supervise the Partners’ implementation of ICLA’s activities, as delegated
  • Coordinate with project staff from other Core Competencies in relation to planning and implementation of programme interventions, ensure integrated programming response when applicable
  • Assist in development of relevant quantitative and qualitative indicators for ICLA activities, monitor the performance under respective donors and progress on certain indicators via ITT/Database and other monitoring tools
  • Assist in development and designing of the relevant reporting formats
  • Drafts reports on project status and relevant administrative affairs
  • Contribute to the proposals writing and budgets drafting process
  • Represent ICLA project in various coordination forums and working groups (e.g. Protection cluster)
  • Ensure proper filing of documents
  • Conduct CC specific technical assessment and present recommendations
  • Contribute to organisational learning through the provision specific technical analysis, lessons learned and reports
  • Prepare, organize and facilitate trainings, workshops, webinars and other events according to the plans/requests
  • Perform any other tasks as requested by ICLA PM or NRC Ukraine Senior Management

  • 2+ year experience from working with ICLA or similar project implementation position in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Proficient reporting and analytical skills
  • Good personnel management skills

Context/ Specific skills, knowledge and experience:

  • High education with background in law
  • Understanding of laws and regulations related to internal displacement
  • In depth knowledge of the context in Ukraine
  • Fluency in Ukrainian and Russian language
  • Experience with start-up of ICLA or related programmes is an asset
