Org. Setting and Reporting The Asia and Pacific (APAC) Regional Office (RO) is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate organizations, regional civil aviation bodies and UN Agencies and programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies and decisions. The Regional Office also provides technical guidance and assists States with implementation of ICAO Standards and Recommended Practices (SARPs), Procedures for Air Navigation (PANS) and Regional Plans. The Pacific Small Islands Developing States (PSIDS) are a group of unique islands in the Asia Pacific region, which share distinct sustainable development challenges characterized by many factors including limited resources, remoteness in terms of distances, poor connectivity and high cost of travel, vulnerability to natural disasters, public health emergencies of international concern and excessive dependence on international support. Most PSIDS do not have the capability to fully discharge their obligations under the Chicago Convention and the Annexes thereto. The PSIDS face challenges in communicating, liaising and coordinating with ICAO at headquarters and regional office levels. They are particularly challenged in coping with the numerous electronic communications from ICAO, the cost and time of travel to Bangkok and in the region, the inability to attend the key regional ICAO meetings and, as consequence, to benefit from all information, including updates and discussions on important aviation matters for the Pacific Region. With limited interactions between the PSIDS and the ICAO APAC RO, and with ongoing challenges including those arisen due to aviation related public health risks and concerns faced by PSIDS in coping with all correspondence and requests from ICAO, the relationships between the PSIDS and ICAO would require further strengthening, of which an ICAO presence in the Pacific would be an essential component. The ICAO Pacific Small Islands Developing States (PSIDS) Liaison Officer (PLO) located in the Pacific Region, is primarily responsible for providing more direct support to the PSIDS also giving due consideration to the restart of aviation operations towards resurgence of islands economies while adapting virtual platforms for communication in the present context. This officer should have sufficient knowledge and understanding of the work and decision-making process of ICAO to be able to provide the necessary guidance to PSIDS and other stakeholders, at the strategic, legal, organizational and operational levels. It is envisaged that the PLO would be supported by technical and/or administrative staff seconded by States or Organizations on a voluntary basis and would also supervise such staff. The PLO reports to the ICAO Deputy Regional Director, APAC Office in Bangkok and works in close coordination with the relevant experts in ICAO Headquarters and the ICAO APAC RO to facilitate coordination and cooperation as applicable with all relevant stakeholders, including international organisations, assistance donors, training institutions, Multilateral Development Banks (MDBs) and other UN organizations with offices in the PSIDS region. The PLO would need to maintain independence vis-à-vis Pacific Aviation Safety Office (PASO), but would still be able to provide support and guidance to this Organization as needed. In addition, the PLO should be able to facilitate continuous monitoring over the regional safety and security oversight support system. Essentially, the PLO would create an environment which will enable the PSIDS to interact with ICAO in a more effective, efficient and timely manner. The ICAO PLO, in close coordination with the APAC RO, promotes the timely and harmonized implementation of ICAO SARPs, Procedures for Air Navigation (PANS) and Regional Plans as well as assist implementation of necessary measures recommended by ICAO in the pandemic recovery. In particular, the incumbent will:

Responsibilities Function 1 (incl. Expected results) Manages the day-to-day administration and planning of the work of the ICAO PSIDS Liaison Office, achieving results such as: - Plan, organize and manage assigned resources to ensure that they are being used efficiently to assist the APAC Office in meeting ICAO strategic objectives in a timely and efficient manner in accordance with agreed performance objectives; - Establish proficiency standards and local performance objectives for professionals and support staff and assess staff against those; - Administer and manage the human resources and procedures in the Liaison Office with the administrative support of the APAC Office; - Develop project plans for the Liaison Office and supervise, monitor, manage and report on implementation; - Coordinate with all concerned stakeholders, including the Host State(s), on the budget of the Liaison Office, manage expenses which are not covered by the Host State through support from ICAO HQ, APAC Office and donors; - Manage and organize work strategies and annual work plans and develop procedural guidelines to improve the overall administration and management of the Liaison Office in support of the APAC Office; - Manage performance and work plans for Liaison Office staff, creating an environment in which people thrive and accomplish their best, ensuring appropriate distribution of workload, and adjusting priorities, as required, in order to meet operational needs; and - Work with the APAC Office to implement effective application of Performance Management tools, management of targets and monitoring achievement of results to ensure continuous improvement in talent management, team performance, human resource management and client orientation, in compliance with the principles of Result-Based Management and Enterprise Risk Management.

Function 2 (incl. Expected results) In coordination with the APAC Office, establishes and manages the Liaison Office’s work programme of helping overcome the challenges including those having public health related concerns faced by PSIDS in interacting with ICAO, achieving results such as: - Supports coordination for the implementation of the recommendations contained in the 2019 PSIDS Needs Analysis Study and for monitoring progress in such implementation; - Establish and implement mechanisms to enhance communication between ICAO and the PSIDS; - Provide the PSIDS with the necessary knowledge and understanding on key ICAO provisions, including States’ obligations under the Chicago Convention and its Annexes; - Support the PSIDS in the elaboration of policies and strategies to ensure adherence to the Chicago Convention and its Annexes - Support the PSIDS in in the elaboration of policies and strategies to effectively manage key risks affecting their civil aviation systems, including safety, security, environmental, financial and public health related risks; - Support the PSIDS in the elaboration of policies and strategies to progress towards sustainable and resilient civil aviation systems, addressing in particular contingency situations including the current COVID-19 pandemic - Support the PSIDS in the elaboration and follow-up of corrective action plans in order to resolve deficiencies identified through the ICAO Universal Safety and Security Audit Programmes and help resolve significant safety and security concerns should they be identified; - Provide necessary updates to the PSIDS on major global and regional initiatives and important regional meetings/fora; and - Coordinate with APAC Office and/or PASO for conducting training/workshop for States to enable implementation of ICAO’s Strategic Objectives.

Function 3 (incl. Expected results) Establishes cooperation mechanisms with various stakeholders in the Pacific achieving results such as: - Facilitate coordination and cooperation, as applicable, with all relevant stakeholders including PASO, the Pacific Island Forum (PIF), regional and local offices of MDBs, assistance donors, training institutions, and other UN organizations with offices in the PSIDS region; and - Provide policy support and guidance to the Regional Safety and Security Oversight Organization (RSSOO) as needed.

Function 4 (incl. Expected results) Provides substantive support to the PSIDS on technical matters, achieving results such as: - Provide technical supervision, including analysis of interim reports, participation in workshops, literature searches, identification and administration of resource persons/consultants in support of aviation-related activities; - Formulate strategies and recommendations to resolve issues raised by States; - In coordination with the APAC Office, provide advice, guidance and/or assistance to States on improving aviation systems in the PSIDS Region; - Provide regular updates on the ICAO Council led aviation restart and recovery recommendations, technical guidelines and regional information sharing mechanisms to assist PSIDS internal collaborative recovery coordination; - Advice and guide individual States to benefit from ICAO’s Implementation Packages (i-Packs) while making needs analysis to identify specific i-Packs to address specific shortcomings; - Coordinate experts advice to provide/improve knowledge on risk based approach to start safe travel corridors including potential benefits of implementation of the Public Health Corridor (PHC) i-Pack; and - Guide PSIDS to benefit from CAPSCA membership and CAPSCA Technical Assistance visits to improve collaborative Public Health Emergency Preparedness Planning for future readiness.

Function 5 (incl. Expected results) Provides analysis of aviation programme activities and makes recommendations to policy development and its implementation, achieving results such as: - Working with interested and related organizations to identify potential aviation-related projects including capacity building and participate in technical support planning and evaluation missions; - Identify and develop the outline for targeted and cost-effective technical assistance activities to deliver sustained results; - Contribute to policy development and evaluation of programme and operational activities at regional level; - Undertake analysis on the performance of the implementation of the RSSOO activities; and - Facilitate continuous monitoring over the regional safety and security oversight support system.

Function 6 (incl. Expected results) Performs other related duties, as assigned.

Education A first level university degree in an aviation-related field, scientific or technical discipline relevant to the work of the PSIDS Liaison Office.

Work Experience At least ten years of experience in aviation related fields with increasing responsibility and reaching senior management level in a civil aviation administration, autonomous aviation authority, airline or similar aviation-related organization is required

Substantial practical experience in the planning, coordination and management of civil aviation programmes for a civil aviation authority or international organization is required.

Substantial negotiation skills and experience interacting with high-level government authorities, of which a minimum of three years should have been acquired in an international organization or by dealing with aviation matters extending beyond national boundaries is required

Experience in the areas of aviation safety and security including with the ICAO Universal Safety Oversight Audit Programme (USOAP CMA) and/or Universal Security Audit Programme (USAP CMA) and CBT qualifications in one or more technical discipliness is desirable

Operational experience as a qualified air traffic controller, pilot or aircraft maintenance engineer is desirable

Experience in working in a multi-national and multi-cultural environment is desirable

Experience working for a Regional Safety or Security Oversight Organization is desirable

Thorough knowledge about ICAO’s structure, functions and its specific role as well as civil aviation issues in the Asia Pacific Region is desirable

Knowledge of economic, cultural and political aspects and challenges of the PSIDS as well as the unique situation of the PSIDS as it relates to international civil aviation is desirable

Languages Essential Fluent reading, writing and speaking abilities in English.

Desirable A working knowledge of French or any other language of the Organization (Arabic, Chinese, Russian, Spanish).

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Remuneration: Level P-4 Rate Net Base Salary per annum + Post Adjustment (net) per annum(*) USD $75,602 USD $34,701 (subject to change depending on the location)
