Org. Setting and Reporting This temporary position is located in the Field Operations and Technical Cooperation Division (FOTCD) in the Office of the High Commissioner for Human Rights (OHCHR) in Geneva, under the direct supervision of the Coordinator of the Secretariat of the Fact Finding Mission on Belarus.

Responsibilities Within delegated authority, the Human Rights Officer/Analysis and Reporting Officer will be responsible for the following duties:

- Reviews and analyses information and evidence collected by all Secretariat members; - Carries out factual analysis of information gathered to ensure it can be used by accountability bodies, including identifying gaps and probable new lines of inquiry; - Leads information and evidence management activities, in coordination with Information Management and Evidence Officers; - In coordination with the Investigations Team Leader, identifies gaps and orients the investigation accordingly; - Coordinates closely with the Legal Advisor to ensure information collected corresponds to the required legal elements; - Conducts research/information gathering activities, including interviews and the collection and analysis of open sources material and satellite imagery; - Prepares briefings, interview notes and analytical documents as required; - Coordinates the drafting of the fact finding investigation’s final report and acts as its lead drafter - Ensures that information collected is properly documented, in accordance with standard OHCHR methodology, in coordination the Investigation Team Leader and the Legal Advisor; - Assists in the identification of the recommendations, in particular on accountability measures. - Assists in drawing analytical conclusions; proposes the structure of reports and visualisation of the Fact-Finding Mission's findings and conclusions; assists in developing actionable and gender-sensitive recommendations; - Performs other functions as required.

Education Advanced university degree (Master's degree or equivalent degree) in international law, or political science or related. A first-level university degree in combination with two additional years of experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven (07) years of progressively responsible work experience in human rights, international humanitarian law or international criminal law is required. Experience in drafting public human rights reports is required. Previous experience in conducting analysis of information and evidence in a UN investigative body, an international tribunal or similar organizations is desirable. Experience working with fact-finding missions/commissions of inquiry/or an international tribunal is desirable. Experience working in the field of human rights in or on Belarus is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency English (both oral and written) is required. Knowledge of Russian is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice - This position is temporarily available until 31 March 2022, subject to availability of funding and/or extension of the mandate. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
