Org. Setting and Reporting The Human Resources Section (HR) in the Division of Programme Support at ITC aims to have the right people with the appropriate skills and competencies to achieve its strategic and operational goals while providing an enabling, supportive and a trusting work environment. The HR Section covers the areas of talent acquisition and management, including recruitment, contractual services, staff administration, learning and development, personnel well-being and policy development and review. HR serves as an active and entrusted listening partner throughout the Organization to ensure it is providing value-add services to meet its corporate mandates and priorities. This position serves as the Head of HR Operations supervising three HR team leads for recruitments, personnel administration and L&D, and reports directly to the Chief of Human Resources, with a secondary reporting line to the Director of Programme Support.

The goal of this post is to introduce innovative and entrusted HR management, and efficient HR services across ITC, and reinforce a business partnership approach to all users of HR services.

Responsibilities Responsibilities: Within delegated authority, the Human Resources Officer will be responsible for the following duties:

General - Develops and implements new human resources policies, practices and procedures to meet the evolving needs of the Organization. - Recommends guidelines, drafts administrative instructions and ensures adherence to policies and procedures across HR operations. - Monitors and ensures the implementation of human resources policies, practices and procedures. - Keeps abreast of developments in various areas of human resources. - Prepares reports and participates and/or leads special human resources project. - Plans, organizes, manages and supervises the work of the Unit/Section assigned.

Recruitment and placement - Oversees workforce planning and acquisition: recruitment planning, classification analysis of jobs, strategic outreach, assessment options, recommendations and advises managers throughout the process; - Participates in task forces and working groups identifying issues/problems, formulating policies and guidelines, and establishing new procedures. - Represents the Organization with full delegation of authority in discussions with senior government officials on recruitment and other human resources matters.

Administration of contracts, benefits and entitlements - Advises on the implementation of United Nations policies and practices on entitlements. - Reviews and recommends level of remuneration for consultants/personnel, and clears job offers for successful candidates. - Provides advice on interpretation and application of policies, regulations and rules and reviews and provides advice on exceptions to policies, regulations and rules. - Represents the office in joint bodies and working groups relating to salaries and other conditions of service.

Learning, development and career support - Identifies and analyzes development and career support needs and designs programmes to meet these needs. - Prepares monitoring reports on development and career support programmes. - Analyzes development and career support plans to ensure that they are consistent with the overall organizations goals, policies on development and career support, and the respective mandates. - Evaluates effectiveness and impact of development and career support programmes and recommends ways to enhance effectiveness and impact. - Provides advice on mobility and career development. - Provides performance management advice to strengthen the organizational culture of feedback and accountability. - Assesses training needs, identifies, designs and delivers training programmes throughout the Organization.

Other duties - Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements. - Monitors staff welfare and identifies/proposes appropriate programmes and remedial action. - Monitors, advises, and acts on disciplinary matters in accordance with established policies and procedures. Mediates conflict, grievance and harassment cases. - Supervises and monitors the work of the human resources officers in undertaking the full range of human resource management activities. - Oversees the classification analysis of jobs in Professional and General Service and related categories. - Provides guidance to programme managers on the application of classification policies and procedures and by undertaking whole office review. - Identifies areas that require HR analytics; interpretates and provides recommendations to evaluate and enhance HR systems, policies and processes and initiatives.

    Education Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field.

A first-level university degree in the above subjects in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification Certification in ICSC job evaluation is desirable

Work Experience A minimum of seven years of progressively responsible experience in human resources management, administration or related area is required.

Experience in outreach and recruitment is required.

Experience in Learning & Development is required.

Experience in performance management is required.

Experience in an Enterprise Resource Planning (ERP) system in HR management is required.

Experience in HR policy development is desirable.

Experience in HR analytics is desirable.

Experience in the administration of UN staff benefits and entitlements is required.

Languages For the position advertised, fluency in English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
