Org. Setting and Reporting This position is located in the Programme Management and Support Section (PMSS) in the Office of the Assistant Secretary-General (OASG), Office of Supply Chain Management (OSCM), Department of Operational Support.

The Department of Operational Support was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions. The Office of Supply Chain Management encompasses the Office of the Assistant Secretary-General, the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, Umoja Coordination Service, Global Support Centre, Aviation Safety Section and the Enabling and Outreach Service.

The incumbent reports to the Chief of Programme Management and Support Section or designated official.

Responsibilities Within delegated authority, the Human Resources Assistant will be responsible for the following duties:

Recruitment and placement: - Provides support in the recruitment processes for Inspira job opening and temporary job opening, including assistance with the screening of candidates. - Provides support in undertaking and scheduling interviews, including coordinating the work of interview panels, preparing write-up and recommendations and submitting recruitment cases. - Monitors generic HR email in-boxes and respond to queries as appropriate. - Assists in recruitment, including initiating and following-up with the Hiring Managers on various recruitment issues. - Assists in the evaluation and screening of applications of candidates for secretarial, clerical and related categories positions. - Maintains and reviews organizational staffing tables in an accurate and complete manner ensuring accuracy of information related to each OSCM staff member, including post numbers, grade levels, contract expiration, gender and geography. - Maintains various recruitment files, databases and tracking tables. - Prepares agenda and provides relevant background and talking points and documentation required for staffing related meetings. - Monitors and process the extensions of appointments and assignments for the Office staff. - Prepares and maintains Organization Charts for the Office for budget submissions and general management of posts.

Staff development and career support training: - Assists in the organization and conduct of training courses and workshops. - Maintains training records and database for OSCM staff.

Classification: - Assists in reviewing and processing requests for classification. - Provides advice and answers general queries on classification procedures and processes.

General: - Provides general office support services; drafts and/or processes a variety of correspondence and other communications. - Sets up and maintains reference files/records (electronic and paper). - Schedules appointments/meetings, monitors deadlines, etc. - Undertakes research on a range of HR related issues and assists in the preparation of notes/reports. - Maintains automated database containing HR related statistics and prepares periodic reports. - Assists in the preparation of necessary documentation for distribution to various offices, departments and overseas offices. - Performs a variety of administrative duties (e.g. leave recording, request for office supplies and equipment, etc.). - May provide guidance/training to less experienced staff. - Performs other duties as required.

Education High school diploma or equivalent.

Work Experience - A minimum of five years of experience in human resources management, administrative services or related area is required.

  • Experience in handling confidential and sensitive information is required.

  • Experience in staff recruitment within the UN common system or other comparable international organization is required.

  • Experience with staff management using databases to monitor and process requests is desirable.

  • Experience working in a front office of a senior manager is desirable.

  • Experience working with a recruitment module, such as Inspira or similar Oracle, PeopleSoft application is desirable.

  • Experience in the use of Microsoft Office and SharePoint or other similar document management system is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

    Special Notice Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat.
