ORGANIZATIONAL CONTEXT

The HR Officer will lead recruitment efforts and provide overall HR support to the Syria Turkey Corridor operations. The role reports directly to the delegated HR Officer at the Syria Country Office (SYCO) and works under overall supervision of the Head of the HR unit. In Gaziantep, the HR Officer will be under the administrative supervision of the Head of Field office.

KEY ACCOUNTABILITIES (not all-inclusive)

The HR Officer will contribute to maximising the effectiveness of HR services thorough processing of assigned tasks, embracing a culture of full compliance, customer care and effective response. He/ she will ensure high confidentiality of data at all times and that clients have a positive experience with HR support, guidance and expertise. Within delegated authority, the HR officer will undertake the following duties (not all-inclusive):

  1. In consultation with the HR team in Damascus, provide guidance and day to day HR operational support to the Field Office (FO) management and the team in the Syria Turkey Corridor.
  2. Supervise, coach and train the local HR team and ensure proper handover upon completion of the assignment.
  3. In close consultation with the recruitment team at SYCO, lead the issuance of Vacancy Announcements (VAs) and the selection process from A-Z, applying the Standard Operating Procedures (SOPs) and ensuring that local hiring managers are well conversant with the SOPs.
  4. Facilitate interview panel meetings, LAPC /Roster validation meetings ensuring compliance with HR policy and proper documentation of deliberations and recommendations.
  5. Provide timely, complete and accurate documentation to the SYCO HR team for contracting, appointment and separation of employees.
  6. Manage relationships and provide expert advice to key stakeholders to maintain focus on outputs and ensure timely completion of assigned tasks. Bring to the attention of the Head of HR any emerging issues.
  7. Undertake and actively participate in regular conference calls, meetings and HR projects with the Head of HR and SYCO HR team.
  8. Maintain HR data and support the SYCO HR team with quarterly reporting, inputs for the unit workplan and documentation for audit and risk management.
  9. Contribute to the review of the oversight mission and compliance project.
  10. Perform any other related duties in line with role and level.

KNOWLEDGE AND SKILLS

  • Broad or specialized knowledge of HR best practice, techniques & processes
  • Ability to supervise and support junior and/or less experienced staff
  • Ability to work independently under a remote-based supervisor
  • Prior experience and ability to engage with Senior business leaders
  • Ability to analyze data, draw conclusions and recommend a course of action.
  • Strong communication skills
  • Ability to identify client needs, propose appropriate solutions build and maintain effective client-oriented relationships
  • Knowledge of WFP specific processes and systems is an added advantage

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

Experience: Three years or more of progressive postgraduate professional work experience in Human Resources within the humanitarian sector including hands on experience recruiting across multiple levels & functions and managing small teams

Language: Fluency (level C) in English language.
