  1. Role and responsibilities

The purpose of the Technical Officer position is to assist with day-to-day implementation of the Information, Counselling, and Legal Assistance (ICLA) programme in the Republic of Moldova, with a particular focus on implementing programming related to Housing, Land, and Property (HLP) issues.

Generic responsibilities:

  1. Ensure compliance with NRC policies, guidelines, standards and donor requirements.

  2. Ensure adherence to ICLA strategy, tools, handbooks, guidelines and standards.

  3. Implement legal activities according to established plan of action.

  4. Promote and share ideas for technical improvement and further program development.

  5. Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist.

  6. Contribute to the identification of legal protection needs to inform programming and advocacy.

Specific responsibilities:

  • Conduct a legal analysis of HLP issues faced by the refugees from Ukraine in the Republic of Moldova and develop the respective information materials.

  • Assess HLP issues in the Refugee Accommodation Centers (RACs) sites and work collaboratively with local authorities to address these HLP issues.

  • Provide case specific counselling and/or legal assistance on HLP issues.
  • Contribute to the development of a contextual Collaborative Dispute Resolution (CDR) programming based on the NRC Global CDR Handbook to address HLP disputes between refugees and host communities.
  • Contribute to the legal analysis of HLP issues to inform NRC advocacy efforts, evidence-based HLP policy papers and guide technical advice with relevant stakeholders.
  • Coordinate with NRC Shelter project staff in relation to planning and implementation of programme interventions.

  • Conduct data entry and proper filing of documents related to ICLA activities (i.e client files, intake forms and other tools) according to NRC internal procedures.

  • Prepare weekly and monthly plans and reports, upon agreement with line manager.
  • Perform any other tasks as requested by ICLA Project Coordinator.

Critical interfaces:

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • NRC ICLA national team
  • NRC CCs programme staff (e.g. PM, PCs, POs, PAs)
  • NRC support unit staff (e.g. administration, finances, logistics)

  • University degree in Law.
  • Minimum 2 years of relevant work experience.

  • Experience working in similar roles in humanitarian/recovery context, preferred.

  • Previous experience from working in complex and volatile contexts, prefered.
  • Documented results related to the position’s responsibilities.
  • Fluency in English, both written and oral.
  • Context related skills, knowledge and experience Experience of working as a lawyer in civil and administrative law on real estate, construction and land law issues.
  • Experience of working with displaced and/or vulnerable groups and communities.
  • Good knowledge of the refugee context in the Republic of Moldova.
  • Knowledge of the software programs (MS Word, Excel, PowerPoint).
  • Experience as a mediator is an asset.

  • Fluency in Romanian and Russian languages.
