What we do

Whilst building on strengths of traditional "core" health activities (first aid, war surgery, physical rehabilitation programmes, health care in detention and mental health and psychosocial support) all existing health services should have a greater capacity to address existing and new needs of populations affected by armed conflict and violence. This requires working towards objectives pertaining to appropriate standards, an integrated public health approach, greater accountability, working in partnerships and, via the Health Care in Danger initiative and related activities, doing everything possible for those who have health needs and whose access to health care is denied through attacks on or obstruction of health care.

The ICRC's hospital services currently deliver health care by support or direct provision of, and, where possible, in partnerships, a range of hospital health services that includes surgery for trauma care, including weapon wounds, emergency medicine and surgery, basic reconstructive ortho-plastic surgery, as well as internal medicine, paediatrics, obstetrics and gynaecology, physiotherapy, hospital management and rehabilitation of health infrastructures.

The ambitions of the ICRC, in the domain of health care, include maintaining/devopping a reputation as a professional point of reference. This requires adapting to new technologies and the evolving needs. In turn, it requires networking, research, publications and dissemination of ICRC practices and standards. The ultimate expected outcomes are the patient satisfaction and recovery, better standard of care provided by the ICRC and others, while ensuring the ICRC's credibility - and therefore access to victims – in many operational contexts.

The development of a full range of hospital services require specialised experienced personnel including those with expertise in hospital management.

Purpose

As the Hospital Care Program Coordinator, you are responsible for the effective implementation of the program and the achievement of field, regional and global objectives. You ensure the provision of best possible quality curative and preventive care for the targeted populations based on a public health approach and in line with ICRC’s Institutional and Health Strategy.

You lead the development of strategies, guidelines and standards in hospital care area together with the hospital care team members and monitor the implementation of activities (plan of actions in line with the health strategy).

You contribute to defining and promoting the general vision of the Health Unit, based on international standards and within an integrated approach. You are also responsible for aligning the program’s coherence on global technical standards with the need for contextualization to address field challenges and demands. You lead and manage a team of hospital care specialists both at headquarter and regional levels.

Scope & Impact

  • Leads the Crisis Management Team (CMT or TF in case of Rapid Deployment) or a highly complex/multilayers Lesson Learned exercise, coordinates the overall strategy and priorities and reports to the Strategic Committee (directorate level with SCMS).
  • Geographic remit: Local and regional.

Relationships

Internally, on programmatic issues, interacts with other programme coordinators and management within the Health Unit; other units mainly ecosec, wathab and WEC; and other stakeholders, such as Protection and ICRC management, at headquarters, regional and field levels.

Externally, plays a key role in representing the ICRC in its engagement with the International Red Cross and Red Crescent Movement, with different UN, governmental and non-governmental humanitarian players, and with any other relevant stakeholders, such as governments, academic circles, professional associations and the corporate sector.

Accountabilities & Functional responsibilities

Contributes to developing and implementing strategies, policies, standards and innovative approaches to support hospital operations in line with institutional directions and guided by good practice and international recommendations.

Guarantees coherent technical approaches worldwide in the field of hospital care (with an emphasis on supporting the delivery of quality care to weapon wounded) and technical support provided to field staff to enhance targeted populations' access to hospital care and the quality of that care.

Oversees the allocation of resources to meet operational requirements; contributes to sourcing, recruitment and planning of competent staff and validates the technical skills of staff working under his/her responsibility (headquarters team and regional positions). Contributes to managing the pool of mobile and key resident staff positions with the participation on the Weekly HR meeting with Talent Managers and Hospital Specialists, validation of career pathways for each hospital métiers and liaise with LnD representative at the Health Unit,

Facilitate the Implementation of the HSCB project (Hospital and Surgical Capacity Project)

Additional Functional Responsibilities

Conveys the Health Unit’s strategic approach to relevant internal and external stakeholders and provides them with the necessary technical information for/on program implementation and follow-up.

Supports the implementation of the program in the field as well as monitoring and evaluation in line with health/institutional strategies and objectives.

In close collaboration with the Head of Sectors, Talent Managers and Movement, participates in organizing and monitoring rapid deployments as required.

Ensures the adequate and widespread use of hospital data collection tools (MAD and PEARL) and the continuous update of the Health Resource Centre -Wiki. Ensure the analysis and interpretation of those data at regional and worldwide level.

Influences institutional policy decision-making based on good practices.

Represents the ICRC in external fora and academic programs.

Manages headquarters team members of the program under his/her responsibility and related regional positions.

People management responsibilities

Understands and supervises the Performance Management & Development (PMD) activities for employees under their supervision

Makes sure that deadlines for the PMD cycle are met

Engages in ongoing and continuous feedback and support, particularly for employees under his/her supervision, but also other staff members

Organizes regular meetings within her/his team to ensure optimal coordination of the work and proper flow of information

Ensures that job descriptions for employees under her/his supervision are up to date; seeks feedback and support from the HR manager if needed

Plans and coordinates the annual leave of the employees under his/her supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year

Coordinates and supports the employees under his/her supervision in their personal development by coaching and advising them on internal and external training and development possibilities

Certifications / Education required

Univerity degree in medicine, nursing or clinical field relevant to the program

Training in public health a strong asset

Professional Experience required

  • Typically 15+ years of professional experience
  • Minimum 7 years' of humanitarian experience
  • Strong clinical experience in his/her field of expertise
  • Comprehensive previous experience in public health and/or humanitarian / development work
  • Familiar with health information tools (epidemiology / statistics)
  • Proven ability to analyze complex health needs and identify priorities
  • Proven representational abilities (speaking and presentation skills)
  • Excellent people skills and ability to lead a team
  • Fluent command of French and English. Spanish, Arabic or Russian an asset
  • Computer literacy
  • Familiarity with Results Based Management / Logical Framework tools
  • Red Cross / Red Crescent experience an asset

  • Able to work under pressure in a potentially dangerous environment

Our operational & field constraints

  • In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals
  • Candidates must be in good health and will have to do a medical check-up prior to departure in the field
  • Candidates must possess a driving license (for manual transmission vehicles)
  • Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 24 months
