GENERAL BACKGROUND

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a qualified and motivated Health Team Leader who will facilitate provision of basic humanitarian assistance to refugees, asylum seekers and migrants in BiH.

About the organisation

Danish Refugee Council (DRC) has been working in Bosnia and Herzegovina since 1992 and closed its office in the country at the end of January 2010. In July 2018, DRC re-opened its mission responding to increasing and priority needs of Person of Concern (PoCs) in close cooperation with the BiH Authorities. More specifically, DRC BiH focuses on improving the access to primary and secondary health care, including psychosocial and mental health services to PoCs, as well as on enhancing the overall protective environment for PoCs, with particular focus on case management in SGBV and timely outreach response to the rights violations at the borders. DRC has its main office in Sarajevo and the activities implemented in Una-Sana, Herzegovina- Neretva, Sarajevo Canton and from October 2019 activities started in Tuzla Canton and Republika Srpska.

Position: Health Team Leader

Project implementation period: March 2021- January 2022

Duty Station: Sarajevo Canton (USC)

Period of engagement: December 2021– January 2022

Basic functions: The Health Team Leader (HTL) has the overall responsibility for managing, supervising and coordinating DRC Medical Teams and activities in Sarajevo Canton (USC) and Herzegovina-Neretva Canton (HNC). The HTL will be responsible for the day-to-day staff management and management of health-related activities while ensuring quality implementation and donor compliance The HTL will contribute to the development of DRC health care response programming in temporary reception centers and outreach area under the influx of PoCs.

Reference: Health Team Leader refers to the Healthcare Manager, working in close coordination with other DRC Medical Team Staff, as advised by the Medical Advisor

Specific duties and responsibilities:

  1. Technical Support:
  • In collaboration with the Healthcare Manager, provide technical support, supervision and guidance to the medical team, and ensure that staff adhere to best-practices and professional standards and principles through capacity-building and on-the-job coaching;
  • Identify technical gaps in the program and identify/implement solutions to address these gaps; ensure an adaptive and needs-based programming approach, by re-prioritizing DRC health care engagement and team deployment(s) based on the changes in the external operating environment;
  • Provides support to DRC and PHC medical teams working inside temporary reception centers, in regards to pharmacy management, working hours, attendance list and other relevant tasks.
  • Actively monitors referrals going through Medical Kaizala Groups;
  • Act as a focal point for relevant health response actors and DRC implementing partners in SC, while leading the implementation of the agreed technical capacity building and coaching plan.
  • Advocate for medical needs of PoCs and conducts referral for those in need of primary and secondary health-care treatment in close cooperation and strong co-ordination with health-related state and cantonal authorities (including relevant ministries) and local level institutions (Primary Health Centers, Clinics and Hospitals and Institutes for Public Health);
  • Coordinates and monitors rational distribution of Personal Protective Equipment from SC warehouse to different locations
  • Ensures that all documentation under his/her responsibility is properly processed, managed and filed.
  • Performs any other duties within other DRC BiH program activities upon requests and instructions given by the Healthcare Manager;

    2. Staff management

  • Conduct interviews, orient new staff to the DRC and the medical program; in addition to day-to-day management and supervision of the medical staff.

  • Ensure that staff implement and respect best-practice and international standards in health care response, including Mental Health and Psycho-Social Support (MHPSS);
  • Build the capacity of Medical Officers, Medical Assistants and Translators-Cultural Mediators (working with in-the-site and out-of-site population) to improve their range of capabilities related to health care response activities (first-aid, primary, secondary and life-saving tertiary health care and MHPSS);
  • Monitor staff working hours, complete performance review with staff, ensure respect of DRC Code of Conduct;

    3. Grant Implementation and Reporting

  • With the support of Healthcare Manager and Health Advisor, contribute to and provide field-related inputs for health care proposals during the proposal development process;

  • Ensure the implementation of health care response programming, including appropriate and timely spending plans of grants to achieve the objectives, reporting contributions, use and distribution of medical supplies, consumables and assets necessary for functioning temporary medical units in reception centers for PoCs;
  • Oversee supply chain / medical procurement process: preparation of medical specifications, provision of inputs to tender dossier, evaluation and contract management;

    4. Sector Coordination and representation

  • Actively participate in field-working groups and meetings (HWG, MHPSS, OWG, Camp Coordination Meetings, etc.);

    5. Monitoring & Evaluation

  • Oversee and ensure achievements of targets according to DRC and donors’ requirements through overall management of health care response programming (through the use of indicators performance trackers and project MEL tools);

Qualifications & experience required

  • University degree, higher education or related license in Medical Science, Emergency Medicine, Psychology or another related field;
  • Experience on refugee/migration related issues would be an asset;

    Work Experience

  • At least 3 years of experience in working in Health Care Sector;

  • Added value would be experience in refugee/displacement programs or in programs targeting local vulnerable groups with health challenges;

Key Competencies

  • Thorough understanding of best practices and strategies in health care response programming (general medicine, family medicine, first aid, MHPSS and related matters);
  • Proven experience working in emergency settings and ability to work in multicultural and difficult environments, including stressful and critical situations;
  • Excellent interpersonal and problem-solving skills, diplomacy skills, flexibility and pro-activeness
  • Strong planning and time management skills;
  • Experience in organizing and facilitating capacity-building initiatives, including trainings for colleagues and implementing partners;
  • Strong written and oral communication skills, effective in representation and liaison with external parties.
  • Above average computer literacy (incl. Excel);

  • Valid driving license, high level of professionalism evidence by clear driver’s record;
