Job Summary:

The Health Programs Supervisor will oversee all of COVID-19 programming and the continued development of COVID-19 outreach to RIM communities. These programs include partnerships with the National Resource Center – Refugee Immigrant and Migrant Collaborative (NRC-RIM), and Pima County Health Department: Mitigating the Impact of COVID-19 in Communities of Color (MC3) & Scaling Up COVID-19 Prevention and Mitigation Strategies with RIM Communities (NACCHO). This position will provide COVID-19 technical assistance to partners and identify promising practices to direct outreach efforts. The Health Programs Supervisor provides staff supervision, partnership development, and grant maintenance. This position is charged with assisting the Health Programs Manager in maintaining service provision, contract compliance, strategic planning and monitoring and evaluation of internal programs and sub-grantees.

Major Responsibilities:

· Design strategies and frameworks to effectively operate programs and coordinate logistics for grant implementation

o Coordinate with the COVID-19 Team to develop a targeted outreach plan to serve RIM communities.

· Track budgets, program expenditures and activities for various programs, ensure donor deliverables are met, compile data and draft reports as required by donor and agency specifications.

· Develop dissemination and tracking plan for targeted communities, execute dissemination & collect analytical information (with support from project's M&E Manager).

· Nurture community relationships with various partners and agencies.

· Analyze areas of program development; strengthen, recommend program improvements and changes to the Health Program Manager.

· Facilitate activities designed to capture data about COVID-19 knowledge, attitudes, and practices, particularly related to vaccine hesitancy and acceptance in different populations and how these change over time with messaging among RIM communities.

· Promote COVID-19 safety protocols and vaccine uptake among the RIM community through education and accessibility efforts.

· Oversee the RIM Community Advisory Board member recruitment and establishment.

· Supervise, train, and support Community Health Workers’ (CHWs) in COVID outreach efforts.

· Participate in all program meetings, staff development activities, and fully engage as a member of the larger IRC Tucson and IRC Arizona team.

· Follow all policies, procedures, and protocols of the agency.

· Other related duties as assigned.

Key Working Relationships:

Position Reports to: Health Program Manager Position Directly Supervises: COVID Health Coordinator, COVID Outreach Coordinator, MC3 Coordinator Specialist, MC3 Caseworker, & Community Health Workers

Indirect Reporting: Senior Program Manager Other Internal and/or external contacts:

Internal: IRC Arizona staff, IRC staff across the RAI network including HQ technical advisors, interns, and volunteers

External: Pima County Health Department, Arizona State Refugee Resettlement Program, community partners, medical providers, various funders and sub-grantees

Job Requirements:

· Undergraduate degree in Human Services or similar field strongly preferred; comparable related work experience may be substituted.

· Minimum of 2 years supervisory experience with proven ability to mentor and develop staff.

· Strong written and verbal communication skills, with the ability to communicate and collaborate as a team member with partners, the community, and clients in a cross cultural, multidisciplinary environment.

· Proficiency in written and spoken English; bilingual ability in a prominent client language preferred.

· Must be flexible and willing to adaptive to the changing circumstances and demand of COVID-19.

· Strong problem-solving skills.

· Experience working in a multicultural environment.

· Ability to manage time effectively.

· Proficiency in Microsoft Office and database management.

· Must have a valid driver’s license, active insurance policy and access to reliable personal transportation.

· Ability to prepare accurate and timely reports.

· In accordance with Arizona State Law, must possess or be eligible to receive a fingerprint clearance card.

Working Environment:

· A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities.
