Purpose of the Consultancy

The main objective of this consultancy is to provide advanced technical advice in improving, managing, and maintaining the Regional Health Observatory (RHO) data repository and content management systems. To support the ISH team in improving methods for collecting key health indicators from Member States and in producing visually compelling dissemination reports. More specifically, to make the data collection processes more efficient, transparent and less prone to introducing errors. To improve the storytelling power of health indicator reports.

  1. Background

The World Health Organization Regional Office for the Eastern Mediterranean envisions a region where all health-related policies, decisions on healthcare development and implementation, and innovations are informed by best available evidence from verifiable knowledge, research and reliable information. The mission of the Unit of Information Systems for Health is to strengthen the capacity of Member States to improve availability, quality and use of evidence from reliable information, research and other sources of knowledge, and to enhance effective innovations toward Universal Health Coverage and health related Sustainable Development Goals.

Start date: 01/04/2022

End date: 31/03/2023

  1. Work to be performed

Output 1: The efficiency of collecting core indicators from Member States is increased and opportunities for introducing errors is reduced.

Deliverables:

1.1 Be responsible for improving the efficiency of data collection by reducing the number of individual steps in collecting the data to countries, compiling data from different countries, and transcribing values in the final reports and the RHO.

1.2 Develop an electronic interface for countries to submit the data and a quality monitoring system.

1.3 Develop a tracking system for all data sources that countries are using in DHIS2

Output 2: The HIS team produces high quality, visually engaging reports that are action oriented.

Deliverables:

2.1 Supervise data collection from countries using improved methods

2.2 Develop improved methods to populate the report that save time and reduce scope for errors

2.3 Perform quality controls

2.4 Provide expert advice and implement new ways of presenting the data which improve data visualization and storytelling

Output 3: The Regional Health Observatory webpages are up-to-date, the data in the repository has been updated, planned changes implemented and any errors amended.

Deliverables:

3.1 Conduct a thorough review, perform quality checks; resolve errors in RHO data and/or provide explanations where needed;

3.2 Validate and review data submitted by countries and the technical units and follow up with countries or WHO technical unit focal points as required;

3.3 Contribute to discussions on how to align data from RHO and the Global Health Observatory and ensure the implementation of actions coming from such discussions

Output 4: The metadata have been reviewed and updated with input from the technical units

Deliverables:

4.1 Conduct a thorough review of the RHO metadata for language and accuracy of content. Perform a comparison of EMRO metadata with HQ metadata and SDG indicators to ensure consistency. Flag any inconsistency to the responsible officers and provide technical advice on the needed corrective action.

4.2 Coordinate with the technical units to revise the metadata where needed.

4.3 Implement the necessary changes to the metadata in the RHO.

Output 5: The Regional Health Observatory webpages have been reviewed and areas for improvement have been identified. Action has been taken to introduce such improvements.

Deliverables:

5.1: Be responsible for reviewing the RHO and HIS webpages. Identify outdated data, inconsistencies and provide technical advice on how improve presentation and visualization of data. Implement the necessary changes.

5.2 Provide expert advice on how to improve data presentation, visualization and storytelling and implement the recommendations to the extent possible.

  1. Specific requirements

Essential

  • Minimum first university degree for lower end of range, an advanced university degree for mid and high end of range in Computer Science or Data Science or Engineering or Informatics or Electronic and Telecommunications
  • Experienced programming skills
  • Experience in website/content development with at least 5 to 10 years relevant experience in information systems.

Desirable

Skills and knowledge:

  • Experience customizing DHIS2 (e.g. creating new data collection modules)
  • Experience in data visualization techniques and data storytelling is highly desirable.

  • Advanced knowledge in geospatial analysis

  • Ability to design electronic data collection systems
  • Excellent skills developing processes to perform data quality checks
  • Experience using, or willingness to learn how to use, Public Tableu to visualize data.
  • Excellent communication skills and
  • Training in MS SQL and MS development tools

Languages:

  • Excellent knowledge of English.
  • Working knowledge of Arabic or French is an asset.
